JOINT MEETING OF THE TOWNS OF DOTY, MOUNTAIN & RIVERVIEW-OCONTO COUNTY
WEDNESDAY JULY 11, 2012
RIVERVIEW TOWN HALL
The Joint Meeting was called to order on July 11, 2012 at 7:00 P.M. at the Town of Riverview Town Hall by Host Chairperson Ann Hogan. Present were: Town of Doty-Kendall, Markusen, O’Brien; Town of Mountain-Hull, Wirth; Town of Riverview-Hogan, Trosch, Booth; Others Present-Paal Hansen, Ruth Dehne, Chris Schultz, Michael Rzepka, Michael Pichotta, Judy Wanner, Arnie Bubolz and Robert Gaie. All stood for the Pledge of Allegiance and the Host Clerk certified Open Meeting Laws had been complied with.
Motion was made by Wirth and seconded by Trosch “to approve minutes of June 6, 2012.” Unanimous Approval. Note: As the Town of Riverview had not signed the “conflict of agreement waiver” prepared by Attorney Mark Bartels, a preliminary legal opinion on Section 8.2 was not requested of the attorney.
Under discussion of comments and concerns, Mountain and Doty had no concerns, Riverview has concerns with the interpretation of 8.2, whether it is unanimous or majority and complies with state statute. It was noted all three towns signed on to the original agreement. A motion was made by Kendall and seconded by Trosch “ to have Attorney Bartels review 8.2, cite Statutes used in review, and all three towns will abide by Attorney Bartels’ interpretation of 8.2.” Unanimous Approval.
It was noted Attorney Bartels has no problem with the 10 day payment date not being adhered to. Under the minutes from May 16, 2012, it was noted the date should change from April to May under Section 1.1(C) because of April Town Board elections. Under discussion of 2.2 it was suggested the Attorney should be contacted for suggestions.
Kendall will contact Attorney Bartels to review, interpret, with written legal opinion on 8.2 and have the attorney prepare a preliminary invoice.
Motion was made by O’Brien and seconded by Wirth “to keep 3rd ambulance as long as feasible.” Unanimous Approval.
Next meeting will be held at Town of Doty, July 25, 2012 at 7:00 p.m.
Motion was made by Booth and seconded by O’Brien “to adjourn.” Unanimous Approval at 8:05 p.m.
