TOWN OF MOUNTAIN
BOARD MEETING    FEBRUARY 14, 2012
MINUTES

The meeting was called to order by Sup. Uecke at 7:00 p.m. in the Town Office.  Roll call was taken with Sup. Wirth, Sup. Uecke and Clerk Kauzlaric present, Chairman Hull absent, as well as 7 in attendance.  The agenda was posted on February 11, 2012. Motion to approve the agenda by Wirth.  Seconded by Uecke.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Uecke.  Seconded by Wirth.  Motion carried.

Minutes of the Town Board meeting held January 10, 2012 were available for review. Motion to approve minutes by Wirth.  Seconded by Uecke.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; check #19888 to and including #19965 for disbursement of $1,609,758.88, which includes auto withdrawal of payroll taxes; plus check #19966 & 19967 for late bills received in the amount of $1,291.58 for a total disbursement of $1,611,050.46.  Motion to approve disbursements by Wirth.  Seconded by Uecke.  Motion carried.

Ambulance Report – Chairman Hull absent, no report given. No motions are entertained.

Fire Department Report Fire Chief will be late, report moved to later in Agenda.  No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric, with 3 calls researched.  No motions are entertained.

Cemetery Report – Sup. Uecke had nothing to report at this time.  No motions are entertained.

Planning Commission Report – No Meeting held.

Communication File is reviewed and list is signed.

Proposed Building Permit Fees from Duff Leaver Inspections – Clerk Kauzlaric stated that Duff Leaver will be attending meeting after he is finished at Town of Riverview Board Meeting; moved to later in Agenda.

Mountain Area Ambulance 2011 Budget Shortfall – Sup. Uecke discussed 2011 shortage reported which included items that were purchased by Chris Schultz and not reimbursed to him.  Motion that we reimburse them by Wirth.  Seconded by Uecke.  Motion carried.

Rustic Road Resolution #01-2012 – Sup. Uecke reviewed Resolution; 3 towns (Riverview, Lakewood and Mountain) seeking Rustic Road Designation for Old Hwy 32; Sup. Uecke would like to check on “public hearing” verbiage in Resolution; survey sent to property owners along Old Hwy 32; Sup. Uecke to check with WTA regarding survey vs. public hearing.  Tabled until next meeting.

Establishing Municipal Court Rules Resolution #02-2012 – Sup. Uecke summarized Resolution which allows Town Chairman authority to determine who may sign and issue citations relating to Town Ordinances.  Motion to approve by Wirth.  Seconded by Uecke.  Motion carried.

Petition for Bridge Aid (Whiffen Lane) Resolution #03-2012 – Sup. Uecke summarized Resolution is to petition Oconto County to defray one-half of estimated cost of bridge construct/repair completed in 2011.  Motion to approve by Wirth.   Seconded by Uecke.  Motion carried.

Petition for Bridge Aid (Parkway Drive) Resolution #04-2012 – Sup. Uecke summarized Resolution is to petition Oconto County to defray one-half of estimated cost of bridge construct/repair completed in 2011.  Motion to approve by Wirth.   Seconded by Uecke.  Motion carried.

Return to Fire Department Report – given by Fire Chief Harkema; working on maintenance compliance; MABAS should be up and running by mid-summer; working with other departments on getting updated/new equipment.  No motions are entertained.

Hearing of the People brought about concerns relating to questions on the Operational overage for the Ambulance and when brought to Towns attention; disbursement to Northeast Surveying; any update from Al Lauterborn regarding DNR’s decisions for Chute Pond; comment that when Chute Pond damn is open in winter to lower water 1 ½ feet that it affects other side of lake by more than 1 ½ feet.

Return to Proposed Building Permit Fees from Duff Leaver Inspections – Duff Leaver provided current fees along with proposed changes; explained increased cost since 2006 when he became Town’s Building Inspector; also changes in fee schedule relating to additions; proposed fees are based on other municipalities in the State.  Motion that we accept these Building Permit Fees by Uecke.  Seconded by Wirth.  Motion carried.

Other information Duff Leaver would like the Town Board to discuss – Duff discussed need for automated software to process Building Permits; currently everything is completed by paper and hard to track deadlines, as well as past inspections; Duff informed Town Board of web-based Permit Management Software package available and annual fees involved; equipment required to process information would be responsibility of Duff; annual fee of $1,500 is typically covered by Towns serviced; annual fee would be based on inspection history, with Town of Mountain looking at $240 per year based on last 2 years of Building Permits issued; Duff stated 3 of the 5 Towns have approved.  Sup. Uecke stated that it will be placed on next month’s Agenda, as no decision can be made at this time.
