TOWN OF MOUNTAIN
BOARD MEETING MARCH 11, 2014

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 11 in attendance. The agenda was posted on March 10, 2014. Motion to approve the Agenda by Lauterborn. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Uecke. Motion carried.

Minutes of the Town Board meeting held February 11, 2014 were available for review. Motion to accept minutes by Lauterborn. Seconded by Hull. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21439 to and including #21488 for disbursement of $927,111.40, which includes auto withdrawal of payroll taxes and transfer of funds from BMO Harris Bank to FirstMerit Bank; plus late check #21489 in the amount of $503.80 for a total disbursement of $927,615.20. Motion to approve by Uecke. Seconded by Lauterborn. Motion carried.

Ambulance Report – no report at this time. No motions are entertained.

Fire Department Report – report given by Chief Harkema with update on new Command Vehicle; no calls (except for assistance with structure fire discussed at last meeting); Chief Harkema completed training for Wildland Fire Fighting. No motions are entertained.

Humane Officer Report is given by Humane Officer Bubb with 3 calls for the month or February; attended McCaslin Lioness Club meeting and received donation of supplies and monetary donation for other items needed. No motions are entertained.

Cemetery Report – Sup. Uecke had nothing to report. No motions are entertained.

Planning Commission Report

–          Application for Land Division – Boede – Chairman Hull discussed requested land division to keep 1 acre with house and garage with an easement for access to other parcel; discussed planning commission approval with recommendation of 1 acre + easement and CSM completed. Motion that we approve the application by Uecke. Seconded by Lauterborn. Motion carried.

–          Conditional Use Permit Application – WICO, Inc. – pictures available of mobile home requesting to be moved into the park; Chairman Hull stated that planning commission approved application. Motion that we approve the Conditional Use Permit by Uecke. Seconded by Hull. Motion carried.

6 Town Board Meeting Discussions – next meeting is March 17th in Lakewood. No motions are entertained.

Communication File is reviewed and list is signed.

2014/2015 Road Salt Order – Town Board discussed previous orders were 20 early/60 seasonal/20 reserve; this year went over order by 20 tons. Motion that we accept the 100 tons by Hull. Seconded by Lauterborn. Motion carried.

Donation – BMO Harris Bank – Clerk Kauzlaric stated that with the closing of the Mountain Branch of BMO Harris they donated historical pictures that were on display for the Town Office and Community Center (pictures were on display for everyone to view). Motion to accept donation from BMO Harris by Hull. Seconded by Uecke. Motion carried.

Donation – McCaslin Lioness (Animal Control) – Humane Officer Bubb received $200 donation. Motion to accept by Lauterborn. Seconded by Uecke. Motion carried.

April 2014 Town Board Meeting Date – Clerk Kauzlaric discussed that some Towns have moved Town Board meeting to be the same night as the Annual Meeting, which is the 3rd Tuesday in April; last year Town Board meeting remained on the 2nd Tuesday; Town Board discussed option and decided to leave meetings on separate nights. No motions are entertained.

Road Crew Resignation – Chairman Hull stated that there was a resignation, which the Town Board has been accepting all resignations. Motion to accept resignation by Lauterborn. Seconded by Hull. Motion carried.

Road Crew New Hire – application available for review; Sup. Lauterborn had interviewed applicant and hired due to need for additional drivers. Motion to accept with hire date of 2/21/14 by Hull. Seconded by Lauterborn. Motion carried.

Hearing of the People brought about concerns relating to discussion of road expenses; possible monthly road budget; consideration to look into contracting snow removal; wages of foreman (shop repair wages); unemployment expenses; Bonita Lane; possibility to sweep roads earlier this year; who placed ATV signage; can ATV’s travel on state highways; what other expenses are being put into new command vehicle; purchase form Wisconsin Surplus.

Employee issue – Closed Session – Motion to adjourn into closed session per WI SS 19.85(1)(b) by Uecke. Seconded by Lauterborn. Motion carried. Time is 7:46 p.m.

Re-convene into open session at 8:00 p.m.

Motion to adjourn by Hull. Seconded by Lauterborn. Motion carried. Time is 8:01 p.m.
