TOWN OF MOUNTAIN
BOARD MEETING    MARCH 13, 2012
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with all board members present, as well as 8 in attendance.  The agenda was posted on March 10, 2012. Motion to approve the agenda by Wirth.  Seconded by Hull.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Uecke.  Seconded by Wirth.  Motion carried.

Minutes of the Town Board meeting held February 14, 2012 were available for review. Motion to approve minutes by Uecke.  Seconded by Wirth.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; check #19968 to and including #20019 for disbursement of $33,517.48, which includes auto withdrawal of payroll taxes; plus check #20020 to WTA for $40.00 for a total disbursement of $33,557.48.  Motion to approve disbursements by Wirth.  Seconded by Uecke.  Motion carried.

Ambulance Report – Chairman Hull discussed 2 meetings held; Ambulance Commission meeting-still working on selling equipment truck; 3 Town Boards meeting-working on Intergovernmental Agreement for how expenses are calculated per town. No motions are entertained.

Fire Department Report – Fire Chief Harkema discussed training burn in Town of Doty held Saturday, March 10th, two engines that have problems; one engine in shop for repairs; presented letter to Town Board that he would like sent to Firefighters on Rooster that have not been to meetings since he was appointed Fire Chief.  No motions are entertained.

Humane Officer Report is given by Humane Officer Rzepka, with 8 calls researched; also received donation of $44.00 from Turkey Bowlers event held in Town of Riverview; Humane Officer also commented on Exotic Wild Animal Ordinance that will be discussed later.  No motions are entertained.

Cemetery Report – Sup. Uecke had nothing to report at this time; also mentioned that Annual Meeting will be held in early May.  No motions are entertained.

Planning Commission Report – No Meeting held.  Due to Spring Election held April 3rd, April Planning Commission meeting would need to be held on Monday, April 2nd (if agenda items).  Motion to change meeting date to Monday by Uecke.  Seconded by Wirth.  Motion carried.

Communication File is reviewed and list is signed.

Exotic Wild Animal Ordinance discussion – Chairman Hull discussed sample Ordinance from Wisconsin State Legislature law forms; Ordinance review brought to Town Board for discussion due to issues with Lakewood Zoo and if need to have Ordinance in place for Town of Mountain; tabled until next month for further review.

Building Inspector Inspection Management Program – Sup. Uecke reviewed information received from Building Inspection at last months meeting; need for computerized system to replace paper filing currently completed; advantages for contractors/builders as well as homeowners; fee for Town of Mountain would be around $240 per year and 3 of other 4 towns have already approved.  Motion to approve it by Wirth.  Seconded by Uecke.  Motion carried.

FOMAS Reimbursement (2011 Budget Shortfall) – Chairman Hull reviewed information received regarding 2011 Budget Shortfall; FOMAS had provided funds to balance budget, which is typical used for other equipment/supply needs; FOMAS requesting Towns to reimburse 50% of funds used for shortfall.  Motion that we reimburse FOMAS the amount of $1,396.85 by Uecke.  Seconded by Wirth.  Motion carried.

Rustic Road Resolution #01-2012 – Sup. Uecke explained Resolution tabled to check on wording of Public Hearing held; original Resolution wording changed due to no public hearing held, but instead surveys sent to property owners along Old Hwy 32.  Motion that we pass this Resolution by Uecke.  Seconded by Wirth.  Motion carried.

Ordinance #01-2012 – Ordinance to extend Town Officer Terms in response to Election Law Changes – Sup. Uecke discussed changes in Election laws that are extending the terms of office for Town Officials to 3rd Tuesday of April, which is currently 2nd Tuesday of April; Ordinance to extend current Town Officials to cover the “gap” in office terms.  Motion to approve the change/Ordinance by Wirth.   Seconded by Hull.  Motion carried.

Operator’s License-Bisenius – application reviewed by Town Board.  Motion to accept by Hull.  Seconded by Wirth.  Motion carried.

 

“Cliff” Street CSM – Chairman Hull discussed findings of CSM; cabins in Town right of way and on other property owner’s lots; Town Board discussed sending letter to property owners and cottage owners to set up on-site meeting to discuss allowing access to Lots 25 thru 28.  Tabled until meeting can be setup.

 

Road Sign/Physical Address Sign Replacement – Clerk Kauzlaric received pricing information from Oconto County and they will be sending detailed listing of Physical Address numbers that need replacement to “flag” style; Town Board discussed taking a couple roads as test to determine time/material costs and will establish a plan for replacement of signs at that time; Road sign testing will be provided by Oconto County to determine if any need replacement.  No motion entertained.

 

Outdoor Event Ordinance – Chairman Hull had discussed with Stellpflug Law Office what Town Board is looking for in Ordinance; they suggested rework of Ordinance to possible Noise Ordinance; no information received from Stellpflug Law Office to date.  Tabled until next month.

 

Hearing of the People brought about concerns relating to flag at Fire Department needs replacement (torn); also flags at Fire Department and Community Center do not have light at night; flags on utility poles at Hwy 32/64 & Section 4 need to be fixed.
