TOWN OF MOUNTAIN
BOARD MEETING APRIL 8, 2014

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 15 in attendance. The agenda was posted on April 5, 2014. Motion to approve the Agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held March 11, 2014 were available for review. Motion to accept minutes by Hull. Seconded by Uecke. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21501 to and including #21569 for disbursement of $100,135.74, which includes auto withdrawal of payroll taxes and check order from FirstMerit Bank. Motion to approve by Lauterborn. Seconded by Hull. Motion carried.

Ambulance Report – no report at this time. No motions are entertained.

Fire Department Report – report given by Chief Harkema discussed spring clean up of department; couple new applicants; sale of ATV trailer with request for money to be placed back in capital outlay fund.

Sale of ATV trailer – motion to approve sale by Hull. Seconded by Lauterborn. Motion carried.

Humane Officer Report is given by Humane Officer Bubb with 4 calls for the month or March; stated that phone number is incorrect on our website. No motions are entertained.

Cemetery Report – Sup. Uecke stated spring meeting will be held May 5th with time to be determined. No motions are entertained.

Planning Commission Report – No Meeting.

6 Town Board Meeting Discussions – no one able to attend meeting and minutes not received. No motions are entertained.

Communication File is reviewed and list is signed.

Planning Commission Member Reappointments –

–          Chairman Herman – Motion to accept Jerry Herman as Chairman by Lauterborn. Seconded by Uecke. Motion carried.

–          Member Maletske – Motion to accept Skip by Hull. Seconded by Uecke. Motion carried.

–          Member Ustainowski – Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Town Insurance & Municipal Bond Renewal – policies available for review. Motion to accept by Lauterborn. Seconded by Uecke. Motion carried.

Recycle Center Hours – members discussed lighting issues; option to shift one day to evening for summer hours where lighting would not be as much of an issue (May thru October/November); reviewed other Towns hours from Oconto County Recycle Center Guide. Motion that we adjust our Town Recycling hours on the Wednesdays to evening hours from 4 – 7 pm from May 1 to November 30 by Uecke. Seconded by Lauterborn. Motion carried.

Special Gathering License – MABA Spring Fish-o-Ree (May 3rd) – Application available for review. Motion that we accept by Uecke. Seconded by Lauterborn. Motion carried.

Road Equipment Purchase – Town Board Members discussed loader information received at March meetings Hearing of the People; questioned if it was low enough for salt shed; what might be a value for old equipment to offset cost; what other uses for the front end loader besides loading trucks, clean intersections and pick up logs; need to check into financing and other options of equipment with more uses. Tabled until finance information researched.

Purchase Business Park Lot #11 – Town Chairman Hull discussed request by Katie Bollenbach for town to repurchase Business Park Lot #11 since Pete has passed there is no use for the lot; discussed property taxes owed on lot and original purchase price of $2,000. Motion that we purchase it back for the $2,000 less the $730.32 so our purchase price back would be $1,279.68 by Hull. Seconded by Uecke. Motion carried.

Hearing of the People brought about concerns relating to time for the steel pile to be picked up at the Recycle Center so could the sweeper come out to clean the blacktop when it is empty; gate at Recycle Center needs to be fixed (hard to slide); trash on the sides of the road near the Recycle Center needs to be picked up; complaints that people cannot get close to the oil shed with the 55 gallon drums and a tree near the bottom of the steps; Humane Officer was requested to attend the Town of Townsend’s Annual meeting but he has heard complaints that he is paid for picking up donations and for attending the Lioness Meeting; question regarding the sale of the ATV and location to inspect it; question on progress of research for Bonita Lane; question if ATV signage is all complete; Silver Hill has a sign down; Sparky’s Road & Spring Creek Road signage error.
