TOWN OF MOUNTAIN
BOARD MEETING APRIL 9, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke and Kauzlaric present, as well as 25 in attendance; Wirth absent. The agenda was posted on April 7, 2013. Motion to approve the agenda by Uecke. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Uecke. Motion carried. 

Minutes of the Town Board meeting held March 12, 2013 were available for review. Motion to accept minutes from the March 12th meeting by Uecke. Seconded by Hull. Motion carried.

Budget Amendments – none will be made at this time.

Disbursements were available for all to review; checks #20776 to and including #20853 for disbursement of $67,908.22, which includes auto withdrawal of payroll taxes; plus late checks #20854 thru 20858 in the amount of $2,064.32 for a total disbursement of $69,972.54. Motion to approve disbursements by Hull. Seconded by Uecke. Motion carried.

Ambulance Report
– Letter of Support for upgrading MAS to Advanced EMT level of service – Chair Hull discussed letter is for MAS to upgrade service level from Basic to Advanced service level. Motion that we send the letter to Mountain Ambulance Service by Hull. Seconded by Uecke. Motion carried.

Fire Department Report – no report given (Chief Harkema on Ambulance call). No motions are entertained.

Humane Officer Report is given by Humane Officer Bubb with 15 calls for the month of March.
– Purchase of Freeman Cage Net – Humane Officer Bubb described net is on pole with zipper on net to allow animal release safely; Clerk Kauzlaric stated information was forwarded to other 5 towns for approval. Motion that we approve the purchase of the Freeman Cage net by Uecke. Seconded by Hull. Motion carried.

Cemetery Report – Sup. Uecke reported ruts in Cemetery (Sexton knows and waiting for frost to repair); new mower not in yet; Annual Spring Meeting to be held on May 6th (time to be announced). No motions are entertained.

Planning Commission Report
Appointment of Member to replace Al Lauterborn– Chairman Hull discussed with Al Lauterborn elected to Town Board there was need to appoint someone to replace him on Planning Commission; discussed several interested people and he recommends appointing Cheryl Grandaw-Ustainowski to Planning Commission. Motion that we put Cheryl Grandaw on to Commission on Hull. Seconded by Uecke. Motion carried.

6 Town Board Meeting Discussion – Sup. Uecke discussed Library situation with Brown County charging Oconto County for non-resident usage and 6 Town Boards actions to date; looking at alternative sites for Northern Oconto County Satellite office; Town of Breed interested in being involved in MAS and Court System. No motions are entertained.

Communication File is reviewed and list is signed.

All-Terrain Vehicle Ordinance #01-2013 to Replace Existing All-Terrain Vehicle Route Ordinance #8-2007 – Chairman Hull reviewed Public Hearing attended by Oconto County Deputy Troy Sherman, Paul Hansen from Town of Riverview and several citizens; recap of application for closing town road if Ordinance is passed; roads would be open year round; Town Board can close road at anytime if dangerous situations; if Ordinance passed roads would not be open by May 1st due to need of getting input from other agencies, along with need for ordering signage. Motion that we enact All-Terrain Vehicle Ordinance #01-2013 to Replace Existing All-Terrain Vehicle Ordinance #8-2007 by Uecke. Seconded by Hull. Roll call vote: Wirth-Absent; Uecke-yes; Hull-yes. Motion Carried.

Ordinance #02-2013 to Replace Ordinance #19-1998 Parking during Snow Emergency – Ordinance reviewed by Town Board. Motion to accept Ordinance #02-2013 by Hull. Seconded by Uecke. Roll call vote: Wirth-Absent; Uecke-yes; Hull-yes. Motion carried.

Resolution #01-2013 – Loan Refinance – Clerk Kauzlaric reviewed payoff notes received by BMO Harris bank; Town Board reviewed Resolution with discussion to select 5 year term with 1.70% interest. Motion that we consolidate our loans into a loan with Citizen Bank with a 5 year fixed rate of 1.70% including the prepayment penalty of $18.21 to Harris by Uecke. Seconded by Hull. Roll call vote: Wirth-Absent; Uecke-yes; Hull-yes. Motion carried.

Resolution #02-2013 – to Immediately Modify WI SS 48.12 for Library Services – Chair Hull stated amounts paid by each town; Sup. Uecke reviewed Brown County’s use of WI SS to recover for budget cuts/shortfalls. Motion to immediately modify WI SS 48.12 for Library Services by Hull. Seconded by Uecke. Roll call vote: Wirth-Absent; Uecke-yes; Hull-yes. Motion carried.

Town Insurance & Municipal Bond Renewal – Town Board reviewed information from Local Government Fund insurance and municipal bond renewal. Motion to accept that by Uecke. Seconded by Hull. Motion carried.

2013/2014 Sodium Chloride Municipal Agreement – discussed to order same levels of 20 ton early, 60 ton seasonal, 20 ton reserve. Motion to accept Salt Agreement by Hull. Seconded by Uecke. Motion carried.

Chipper purchase – discussion/review of renting of chipper vs. purchase costs with need for many roads to be brushed; discussed including in refinance loan with Citizens Bank. Motion that we purchase Vermeer BC600XL by Uecke. Seconded by Hull. Motion carried.

Fire Fighter Employee Resignation – Fritz – Motion to accept by Hull. Seconded by Uecke. Motion carried.

Fire Fighter New Hire – Rentmeester – Motion to accept application by Uecke. Seconded by Hull. Motion carried.

Original Alcohol Beverage License – Mountain Fuel Inc. – application reviewed by Town Board. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Cigarette License – Mountain Fuel Inc. – application reviewed by Town Board. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Operator’s License – White – application reviewed by Town Board. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Special Gathering License – Mountain Volunteer Fire Dept. Aux., Inc. (June 28-29) – application reviewed by Town Board. Motion that we accept application by Uecke. Seconded by Hull. Motion carried.

Fireworks Permit – Mountain Volunteer Fire Dept. Aux., Inc. (June 29) – application reviewed by Town Board. Motion to accept by Uecke. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit – Mountain Volunteer Fire Dept Aux., Inc. (June 28-29) – application reviewed by Town Board. Motion to accept by Uecke. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit – Everbreeze Resort LLC (Annual) – application reviewed by Town Board. Tabled until next meeting due to lack of quorum of Town Board for vote.

Outdoor Entertainment Permit – Kitty’s Grill & Bar (Annual) – application reviewed by Town Board. Motion that we accept the permit by Uecke. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit – Skinny Dave’s (Annual) – application reviewed by Town Board. Motion that we accept the permit by Uecke. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit – The Schoolhouse Bar, LLC (Annual) – application reviewed by Town Board. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Appointment of Town Board Duties – Chairman Hull appointed the following:
–          Sup. Uecke: Parks, Cemetery, Community Center
–          Sup. Lauterborn: Tourism/OCEDC, Fire Dept. Commissioner, Lake Association Liaison, Recycle Center; Roads
–          Chairman Hull: Insurance Liaison; Highway Commissioner, Planning Commission, Ambulance Commissioner, Humane Officer

Hearing of the People brought about concerns relating to liquor license application need prior to May Town Board meeting; representative sent to Anderson Lake Association Meetings; Humane Officer request to created heated area for winter shelter; Leo’s Road speed limit lowered; lower speed limit in front of Community Center to 45 MPH; repair needs on John Lane.
