TOWN OF MOUNTAIN
BOARD MEETING DECEMBER 11, 2012
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 10 in attendance. The agenda was posted on December 7, 2012. Motion to approve the agenda by Wirth. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Hull. Motion carried.
Minutes of the Town Board meeting held November 13, 2012 were available for review. Motion to accept minutes by Uecke. Seconded by Wirth. Motion carried.
Budget Amendments – none at this time
Disbursements were available for all to review; checks #20481 to and including #20544 for disbursement of $25,499.92, which includes auto withdrawal of payroll taxes; plus late check #20545 to Karen’s Unique Gifts & Custom Embroidery in the amount of $155.00 for a total disbursement of $25,654.92. Motion to approve disbursements by Hull. Seconded by Wirth. Motion carried.
Ambulance Report – meeting next month; Sup. Uecke provided an overview of the negotiations regarding the 3 towns working on updating the Intergovernmental Agreement. No motions are entertained.
Fire Department Report – Chief Harkema reported they had a couple calls; MABAS goes live on January 10th. No motions are entertained.
Humane Officer Report is given by new Humane Officer Bubb with 9 calls for the month of November. No motions are entertained.
Cemetery Report – nothing to report except looking into pricing for a new mower. No motions are entertained.
Planning Commission Report –
Rezone Application-Lyle Schaut – Chairman Hull reviewed application received from Lyle Schaut. Motion that we go ahead with the rezoning to R2 by Uecke. Seconded by Wirth. Motion carried.
Communication File is reviewed and list is signed.
Mike Rzepka resignation – Motion to accept it by Wirth. Seconded by Uecke. Motion carried.
Town Financial Audit Firm-Schenck SC – discussion that they have been helpful with any assistance needed; reviewed letter received for services to be performed. Motion to approve by Hull. Seconded by Wirth. Motion carried.
Garbage/Junk Ordinance #04-2012 – Ordinance reviewed. Motion that we adopt the Garbage/Junk Ordinance #04-2012 by Uecke. Seconded by Wirth. Roll call vote taken: Wirth-Aye; Uecke-Aye; Hull-Aye. Motion carried.
Employee Wage Listing (2013 update) – listing reviewed by line with increase for Deputy Clerk/Treasurer to $9.50; listed Shop Foreman wage at $13.00 per hour. Motion to accept by Hull. Seconded by Uecke. Motion carried.
Fire Engine Purchase – Town Board reviewed truck detail received from Fire Unlimited LLC; Chief Harkema stated that any issues with fire engine are being repaired prior to purchase. Motion we move forward with purchase by Uecke. Seconded by Wirth. Motion carried.
Resolution #06-2012 Fire Engine Loan – Clerk Kauzlaric listed interest rate quotes received from area financial institutions for 5 year notes (Harris Bank 3.75%; Wells Fargo 5%; Citizens Bank 1.70%; Laona State Bank 3.75%); Town Board members revised Resolution to list Citizens Bank as lender for 5 year note at an interest rate of 1.70%. Motion to accept Resolution #06-2012 Fire Engine Loan by Hull. Seconded by Wirth. Roll call vote taken: Wirth-Aye; Uecke-Aye; Hull-Aye. Motion carried.
2013 Budget Amendment – add Revenue of $74,900 for loan proceeds for Fire Engine + add Expense of Capital Expenditure of $74,900 for Fire Engine purchase. Motion that we accept budget amendments by Uecke. Seconded by Wirth. Motion carried.
Hearing of the People brought about concerns relating to Recycle Center gate is difficult to open (need oil to lubricate in the winter).

**Nomination paperwork to run for Town Election Official is due by 5:00 p.m. on Wednesday, January 2nd for 2013 – 2015 terms.
