TOWN OF MOUNTAIN
BOARD MEETING FEBRUARY 12, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 18 in attendance. The agenda was posted on February 11, 2013. Motion to approve the agenda by Wirth. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Wirth. Motion carried. 

Minutes of the Town Board meeting held January 8, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Wirth. Motion carried.

Budget Amendments – none will be made at this time.

Disbursements were available for all to review; checks #20635 to and including #20699 for disbursement of $115,076.41, which includes auto withdrawal of payroll taxes; plus late check #20700 thru 20707 in the amount of $676,327.41 for a total disbursement of $791,406.82. Motion to approve disbursements by Uecke. Seconded by Wirth. Motion carried.

Ambulance Report – meeting on January 10th; discussion later in meeting regarding Intergovernmental Agreement. No motions are entertained.

Fire Department Report – Chief Harkema reported no fire calls for January, Fish-O-Rama went well; training with new fire engine will start next Tuesday.
– Donation from McCaslin Lioness Club – Chief Harkema received donation of $300. Motion to approve by Wirth. Seconded by Uecke. Motion carried.

Humane Officer Report is given by Humane Officer Bubb with 12 calls for the month of January. No motions are entertained.

Cemetery Report – Special meeting held by Cemetery Committee for 3 towns regarding purchase of new mower; price quote received around $1,800 with $1,500 current in Capital Outlay account; Committee approved purchase and to take back to towns for approval.
– New Lawn Mower purchase – Motion to accept additional about $93.07 per town for purchase of lawn mower by Hull. Seconded by Wirth. Motion carried.

Planning Commission Report – no action at this time.

Communication File is reviewed and list is signed.

CSM-Schaut (Northeast Surveying, Inc.) – Harry Smith from Northeast Surveying presented CSM of properties owned by Lyle Schaut, Sheila Rost and Mark & Tracy Wilson; discussed Lyle Schaut’s intention to split lot he owns (keeping 1 acre with house currently on lot); second lot he wishes to zone from Residential to Rural Residential in order to sell Lot to Sheila Rost for horses that she owns.  Motion to approve by Wirth. Seconded by Uecke. Motion carried.

MAS Contingency Fund – Sup. Uecke discussed recent meetings held regarding updating of Intergovernmental Agreement; lawyer suggested to put in place a Contingency Fund for possible Budget Shortfalls in the future; 3 Town Board members discussed this fund be capped at $6,000, which would be $2,000 per Town. Motion that we approve the $2,000 by Wirth. Seconded by Hull. Motion carried.

MAS Intergovernmental Agreement – Town Board Members reviewed new Intergovernmental Agreement drafted. Motion to approve by Wirth. Seconded by Uecke.  Motion carried.

Review Ordinance #19-1998 Parking During Snow Emergency – Sup. Wirth discussed possible changes to “No Parking” from date range instead of “during Snow Emergency”; discussed having Clerk Kauzlaric check with surrounding Towns and create draft similar to what they have for date range. Tabled until next month.

New Holland Tractor Repair/Replacement – Sup. Wirth discussed New Holland needs new tires, brake work and other repairs with an estimate of $10,000 – $15,000; received Quotes on the purchase of new tractor; wanted to discuss repair vs. replacement option; Town Board members discussed recent purchase of Fire truck and budget constraints on another major purchase; Shop Foreman discussed brake repair could be done for around $500 and second tractor is in need of repair also. Motion that we do the repairs of the new brakes and tires on New Holland by Uecke. Seconded by Hull. Motion carried.

Operator’s License – Arveson – application available for review. Motion to accept by Hull. Seconded by Wirth. Motion carried.

Operator’s License – A. School – application available for review. Motion to approve by Wirth. Seconded by Uecke. Motion carried.

Operator’s License – M. Grandaw – application available for review. Motion to approve by Wirth. Seconded by Uecke. Motion carried.

Anderson Lake Association Presentation – Dave Liss & Jeff Petersen, Officer’s of the Anderson Lake Association gave a presentation on their Association; committees developed; meetings held; activities promoting lake preservation; provided Town Board Members with pamphlet they have developed. No motions are entertained.

Hearing of the People brought about concerns relating to if any current Town Board Members attend the Anderson Lake Association meetings; New Holland tractor issue-training employees on proper use of equipment; employee internal issue regarding accusation that he doesn’t answer his phone when called; call to 911 near Anderson Lake and dispatcher wanted to call Gillett Ambulance Service (had to request Mountain Ambulance Service); breakdown of Harris loan payments and interest rate.
