TOWN OF MOUNTAIN
BOARD MEETING JULY 9, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 13 in attendance. The agenda was posted on July 8, 2013. Motion to approve the agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Lauterborn. Motion carried. 

Minutes of the Town Board meeting held June 11, 2013 were available for review. Motion to accept minutes by Hull. Seconded by Lauterborn. Motion carried.

Minutes of the Board of Review meeting held June 11, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Hull. Motion carried.

Minutes of the Special Town Board meeting held June 26, 2013 were available for review. Motion to accept minutes by Lauterborn. Seconded by Uecke. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #20987 to and including #21056 for disbursement of $34,304.19, which includes auto withdrawal of payroll taxes; plus late checks #21057 & 21058 in the amount of $2,253.50 for a total disbursement of $36,557.69. Motion to accept by Uecke. Seconded by Hull. Motion carried.

Ambulance Report – next meeting is August 8th. No motions are entertained.

Fire Department Report – report given by Chief Harkema with a couple calls; multiple Fire Department members attended training in Riverview.
–          Donation from Oak Creek Fire Department – Chief Harkema stated this donation was received thru Townsend’s program. Motion to accept by Lauterborn. Seconded by Uecke. Motion carried.
–          Sell Fire Department Equipment – Chief Harkema discussed possible selling for Track ATV with trailer (does have tires also); stated it is rarely used (1x in last 18 months); would strip off FD equipment and sell separately; would like to put money aside for future purchase of equipment; Town Board members discussed finding out FMV prior to selling. Motion that we approve the selling of that equipment but I would like to see a price brought into Town Board with Fair Market Value price by Hull. Seconded by Lauterborn. Motion carried.

Humane Officer Report is given by Humane Officer Bubb with 17 calls for the month of June. No motions are entertained.

Cemetery Report – Sup. Uecke spoke with Sexton and no issues at this time. No motions are entertained.

Planning Commission Report – No meeting.

6 Town Board Meeting Discussion – Sup. Uecke reviewed minutes from May’s meeting; OCEDC presentation; Oconto County new jail. No motions are entertained.

Communication File is reviewed and list is signed.

Annual Meeting – Town Constable/Code Enforcer – Sup. Uecke did research of enforcement of Town Ordinances with other Towns of similar size; met with Nick Wilson to discuss options/suggestions; in touch with WTA and another Town Constable; checking into legal steps prior to moving forward with creating position/job description; Town Ordinances need to be updated; Chairman Hull discussed need to verify position title and direction Town wants to go; public comments regarding need for position; Town Board stated this was only way Town Ordinances could be policed. Tabled for further research.

2013 Road Work Discussion – Sup. Lauterborn reviewed roads with representative from Scott Construction; suggestions given on road priorities; Town Board would like Oconto County to review roads for options similar to work completed for Town of Breed. Tabled for further research.

Construction/Occupancy Deposit Agreement – Town Board members discussed if need for Town of Mountain; Chairman Hull to contact Building Inspected if problem with residents getting Occupancy Permits after construction complete prior to moving in. Tabled for further research.

Special Gathering License – Mountain Horseshoe League (August 10 & 11) – Motion to accept by Hull. Seconded by Uecke. Motion carried.

Outdoor Entertainment Permit – Mountain Horseshoe League (August 10 & 11) – Sup. Uecke questioned music time listed as starting at 7 a.m.. Motion to approve Outdoor Entertainment Permit with restriction of no music until 9 a.m. by Uecke. Seconded by Lauterborn.  Motion carried.

Operator’s License – Hubatch – Application available for review. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Oconto County Farmland Preservation Ad-Hoc Planning Advisory Committee – letter received from Oconto County reviewed; possible 1 representative from 6 Town Board for northern Oconto County. Tabled for discussion at next 6 Town Board meeting.

Hearing of the People brought about concerns relating tractor out to cut edge of Town roads (out for repairs); need for new sign at Recycle Center for oil shed.
