TOWN OF MOUNTAIN
BOARD MEETING JUNE 11, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 15 in attendance. The agenda was posted on June 8, 2013. Motion to approve the agenda by Lauterborn. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Lauterborn. Motion carried. 

Minutes of the Town Board meeting held May 14, 2013 were available for review. Motion to accept minutes by Hull. Seconded by Uecke. Motion carried.

Minutes of the Special Town Board meeting held May 22, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Lauterborn. Motion carried.    

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #20926 to and including #20986 for disbursement of $43,763.69, which includes auto withdrawal of payroll taxes. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Ambulance Report – Chairman Hull missed meeting; working on proposal for Town of Breed to join Mountain Ambulance Service. No motions are entertained.

Fire Department Report – report given by Chief Harkema with 1st MABAS call out for a structure in Town of Doty; a few other calls including substantial accident on Memorial Day weekend; training in progress at Riverview Fire Dept.(RIT-Rapid Intervention Team); working on MSA packs from Oak Creek Fire Dept (16 packs w/20 bottles). No motions are entertained.

Humane Officer Report is given by Humane Officer Bubb with 11 calls for the month of May; assisted Town of Riverview with removal of “big cat” at the former Lakewood Zoo. No motions are entertained.

Cemetery Report – Sup. Uecke reviewed Committee request for around 10 lots in Section E to not sale and use when we find that someone is buried in lot they purchased (old records are not always accurate).
– Portion of Section E left for emergency use – Motion to set aside 10 lots by Hull. Seconded by Lauterborn. Motion carried.

Planning Commission Report
– Conditional Use Permit Application – Kauzlaric – Clerk Kauzlaric discussed husband to open small engine repair business out of garage/shop on property; reviewed map of lot and certification in small engine repair; no set hours at this time but would not be running motors after 9 p.m. at night. Motion to approve by Lauterborn. Seconded by Uecke. Motion carried.

6 Town Board Meeting Discussion – Sup. Uecke discussed high attendance at May 15th meeting of new Town Board and Planning Commissioners; OCEDC attended to request support of Lakewood Area Chamber of Commerce; discussed new jail proposal by Oconto County without referendum. No motions are entertained.

Communication File is reviewed and list is signed.

Annual Meeting – Town Constable/Code Enforcer – Sup. Uecke discussed that Constable is an elected position; other Towns have Code Enforcer or Ordinance Enforcer; had job descriptions from other Towns which varied; compensation also varied based on size of Town; Chairman Hull stated that he was informed that as Chairman he could be Constable but would need to change the title if appointed position; Chairman Hull spoke with Sheriff and if appointed position dispatch could call our Officer when received complaints related to Town Ordinances; Nick Wilson had spoke with people of Town of Silver Cliff regarding duties/hours of their Officer (worked @ 4 hours per month; assist Sherriff Dept., Humane Officer; go to FD/EMS calls); public comments regarding having presence at community events; how do you restrict hours. Tabled until next month to develop preliminary job description.

2013 Road Work Discussion – Sup. Lauterborn & Uecke drove most Town Roads (except a few gravel roads) are developing a list of priorities; stated South Shore/Y-Camp Road, South Shore Heights and John’s Lane are a few they remember have areas of concern; Sup. Lauterborn to contact Town of Breed regarding when they are working on their portion of South Shore. Table for Special Town Board meeting on June 26th.

Construction/Occupancy Deposit Agreement – Chairman Hull stated Duff Leaver requested that Towns enact this agreement to request a deposit to hold until construction completed and Occupancy Permit received, as he is having a problem with residents moving in prior to receiving Occupancy Permit; Town of Riverview & Lakewood have adopted this agreement; Board discussed extra cost to Contractors/Homeowners and reason for request by Building Inspector; Chairman Hull informed Supervisors that he will not vote on this Agreement; Sup. Uecke & Lauterborn would like to review agreement prior to further discussion. Tabled until next month.

Special Gathering License – St. Michael’s Church (June 22 & 23) – Motion to accept by Hull. Seconded by Uecke. Motion carried.

Outdoor Entertainment Permit – St. Michael’s Church (June 22 & 23) –Motion to accept by Lauterborn. Seconded by Hull.  Motion carried.

2013-2014 Liquor License Applications (by list) – Applications available for review; Town Board reviewed list. Motion that we accept Liquor License Applications by Uecke. Seconded by Lauterborn. Hull Abstained. Motion carried.

2013-2014 Cigarette License Applications (by list) – Applications available for review; Town Board reviewed list. Motion that we accept by Uecke. Seconded by Hull. Motion carried.

2013-2014 Operator’s License Applications (by list) – Applications available for review; Town Board reviewed list. Motion that we approve by Lauterborn. Second by Uecke. Motion carried.

Hearing of the People brought about concerns relating to problem on Silver Hill with farmer mowing road side with his equipment also has no flashers or slow moving signs on equipment; Sup. Lauterborn stated that as Fire Department Commissioner he has attended first Fire Dept. meeting and felt Chief Harkema ran an excellent meeting but thought attendance was low (@ 7 people); complaints with condition of Community Center when rented recently; when ATV signs will be placed and are there any donation boxes being put out.
