BOARD MEETING June 9, 2015
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 13 in attendance.  The agenda was posted on June 6, 2015.  Motion to approve Agenda by Lauterborn.  Seconded by Ustianowski.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to approve Treasurer’s report by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Minutes of the Town Board meeting held May 12, 2015 were available for review. Motion to accept minutes by Hull.  Seconded by Ustianowski.  Motion carried.

Minutes of the Board of Review Meet & Adjourn meeting held May 12, 2015 were available for review. Motion to accept minutes by Lauterborn.  Seconded by Hull.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #22390 to and including #22441 for disbursement of $50,939.57, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late checks #22442 to and including 22446 in the amount of $2,173.33 for a total disbursement of $53,112.90. Motion to approve disbursements by Hull.  Seconded by Ustianowski.  Motion carried.

Ambulance Report – Emergency Commissioner’s meeting to be held Thursday, June 18th for new hire.  No motions are entertained.

Fire Department Report – report given by Chief Harkema with a few calls and a busy Memorial Day weekend; for new Town Supervisor Chief Harkema gave a summary of tasks completed in his 3 years as Fire Chief.  No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with 4 calls in May.  No motions are entertained.

Cemetery Report – Sup. Ustianowski discussed sexton dealing with tree issues.  No motions are entertained.

Planning Commission Report

Conditional Use Application – WICO (Evergreen Park Site #44) – Planning Commission made recommendation to approve; Tony available to answer questions.  Motion to approve by Ustianowski.  Seconded by Hull.  Motion carried.

6 Town Board Meeting Discussions – Next meeting will be June 30th 6:30 p.m. at Lakewood Town Hall.  No motions are entertained.

Communication File is reviewed and list is signed.

Sealed Road Bids – Clerk Kauzlaric stated that 6 bids were received.  Motion to accept bids received by Hull.  Seconded by Lauterborn.  Motion carried.    Bids were opened and read by Clerk Kauzlaric and reviewed by the Town Board members.  The following bids were approved:

  • Crack Filling on paved roads – Motion to accept crack fill bid by Fahrner by Hull. Seconded by Lauterborn.  Motion carried.
  • Hot Mix Blacktop – Motion to accept Northeast Asphalt bid by Hull. Seconded by Lauterborn.  Motion carried.
  • Road Gravel – Motion to accept Mountain Stone Works bid by Lauterborn. Seconded by Ustianowski.  Motion carried.

All other bids will be reviewed and voted at Special Town Board Meeting to be held prior to Board of Review meeting.

WPS request (14375 Old 32 Road) – Chairman Hull discussed requested received from WPS to bury overhead lines on Old 32 Road going past the Dump/Recycle Center.  Motion to approve by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Special Gathering License – St. Michael’s Church (June 27 & 28) – Application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – St. Michael’s Church (June 27 & 28) – Application available for review.  Motion to accept by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Special Gathering License – Mountain Vol. FD Aux (July 4) – Application available for review.  Motion to accept by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Outdoor Entertainment Permit – Mountain Vol. FD Aux (July 4) – Application available for review.  Motion to accept by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Donation to Fire Dept. (Maiden Lakes Association) – $100 donation received from Association.  Motion to accept donation by Lauterborn.  Seconded by Hull.  Motion carried.

2015-2016 Liquor License Applications (by list) – Applications available for Town Board members review.  Motion to approve all of them by Lauterborn.  Seconded by Ustianowski.  Motion carried.

2015-2016 Cigarette License Applications (by list) – Applications available for Town Board members review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

2015-2016 Operators License Applications (by list) – Applications available for Town Board members review.  Motion to accept by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Updated Job Descriptions – created Job Descriptions given to Town Board Members for review; Cemetery Sexton updated Cemetery Custodian for new job hire; need Road Crew/Shop Foreman and Fire Chief.  Tabled for further research.

Cemetery New Hire – Sup. Ustianowski reviewed applications received and recommendation by Cemetery Committee.  Motion to accept Jim Vorphal by Ustianowski.  Seconded by Hull.  Motion carried.

Community Center custodian – discussion to hire custodian to clean and assist with maintenance; two applications received from internal job posting.  Table to Special Town Board Meeting for further discussion.

Recycle Center (items left outside gate) – Sup. Ustianowski stated that around 30 tires were dropped off in front of gate during off duty hours; discussed possibility of cameras for surveillance. Tabled to Special Town Board Meeting for further research.

Hearing of the People brought about question relating to restrictions on mailbox height and Discover Wisconsin commercial costs per Town.
