TOWN OF MOUNTAIN
BOARD MEETING MARCH 10, 2015

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 13 in attendance. The agenda was posted on March 7, 2015. Motion to approve Agenda by Lauterborn. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.

Suring School District Referendum Presentation – School Board Member Cheryl Ustianowski gave presentation and had information regarding the Referendum that will be on the April 7th ballot. No motions are entertained.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held February 10, 2015 were available for review. Motion to accept minutes from February 10th by Uecke. Seconded by Lauterborn. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #22211 to and including #22263 for disbursement of $651,146.95, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late check #22264 in the amount of $1,000.00 for a total disbursement of $652,146.95. Motion to approve disbursements by Hull. Seconded by Uecke. Motion carried.

Ambulance Report – nothing to report. No motions are entertained.

Fire Department Report – report given by Chief Harkema-1 call (traffic) this month; collected around $10,000 worth of hose donated from department in IL; will make another trip to pickup hand tools and misc. items for our area volunteer fire departments; large multi-department trainings to be held in the near future; maintenance at fire house to help decrease utilities costs (sealed doors; lighting; insulation check; furnaces); fit brush truck with new pump. No motions are entertained.

Humane Officer Report is given by Humane Officer LaLuzerne with three calls in February. No motions are entertained.

Cemetery Report – Sup. Uecke had nothing to report at this time. No motions are entertained.

Planning Commission Report
Road Discontinuance-Portion of W. Ziereis Ln – Chairman Hull reviewed Planning Commission discussion regarding petition received for the discontinuance of town road right of way on section of W Ziereis Ln north of Arvid Ln; reviewed criteria of discontinuance and need for more than 1/3 of land owners on either side of town road to be discontinued; letters sent to land owners for their approval. Postponed to April’s Town Board meeting waiting out come of notice sent.

6 Town Board Meeting Discussions – Sup. Lauterborn reviewed 6 Town Board discussions; Oconto County Satellite Office to be moving into the Lakewood Administration Building in April. No motions are entertained.

Communication File is reviewed and list is signed.

Town Website Sealed Bids – Clerk Kauzlaric stated that 4 bids were received. Motion to accept bids received by Hull. Seconded by Uecke. Motion carried. Bids were opened and read by Clerk Kauzlaric; Bill from Packerland Websites was available to introduce himself and answer questions. Postponed for review of information received and check on references.

Fire Extinguisher Maintenance – Chairman Hull discussed information received from Northwoods Fire Protection with comparison to current service provider; Town Board members discussed information received from Van’s and need to check references for Northwoods Fire Protection. Postponed to Special Town Board meeting after references checked.

Resolution #01-2015 for Bonita Ln Exemption to 66’ right of way – Chairman Hull reviewed information received from WI DOT regarding request sent for Bonita Ln; Resolution reviewed by Town Board Members. Motion to accept Resolution by Lauterborn. Seconded by Hull. Roll call vote taken – Lauterborn-Aye; Uecke-Aye; Hull-Aye. Motion carried.

Resolution #02-2015 Opposing Proposed County Assessment – Town Board Members reviewed Resolution and discussed information received from WI Towns Association regarding disadvantages of County wide Assessment. Roll call vote taken – Lauterborn-Aye; Uecke-Aye; Hull-Aye. Resolution approved.

Ordinance #01-2015 Establish Procedures and Criteria for Allowing Alternative Forms of Sworn Testimony at Board of Review (BOR) Hearings – Ordinance reviewed by Town Board members; discussed changes to accept sworn testimony by telephone or mail for property owners that may not be able to attend BOR in person. Roll call vote taken – Lauterborn-Aye; Uecke-Aye; Hull-Aye. Ordinance approved.

Class B Beer/Liquor License-Tammy Lynn Westphal – application available for review with letter received from current license holder for Kitty’s Grill & Bar to surrender license if approved for Tammy Westphal. Motion that we approve the liquor license by Lauterborn. Seconded by Uecke. Motion carried.

2015-2016 Sodium Chloride Municipal Agreement – members discussed current year usage and remaining inventory. Motion that we get 20 ton next year by Hull. Seconded by Lauterborn. Motion carried.

West Butler Rock Road Project Agreement with USDA – agreement reviewed by board members for work to be completed. Motion that we accept by Uecke. Seconded by Lauterborn. Motion carried.

Corrected Loan Amortization Schedule – Clerk Kauzlaric stated that an error in the amortization schedule for the fire truck loan was found at the annual audit; contact made with FirstMerit Bank which found that decimal place was in wrong place. Motion to accept corrected schedule by Hull. Seconded by Lauterborn. Motion carried.

Operator’s License-Fingal – application available for review. Motion that we accept Operator’s License application for Fingal by Uecke. Seconded by Lauterborn. Motion carried.

Brush attachment for Tractor – Sup. Lauterborn and Shop Foreman Heffner discussed problems/options with current brush attachment system; will have pricing within the week. Postponed to Special Town Board Meeting.

Hearing of the People brought about concerns relating to response regarding reduction in Speed Limit on County Highway W.
