TOWN OF MOUNTAIN
BOARD MEETING MARCH 12, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke and Kauzlaric present, as well as 15 in attendance; Wirth absent. The agenda was posted on March 9, 2013. Motion to approve the agenda by Uecke. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Uecke. Motion carried.

Minutes of the Town Board meeting held February 12, 2013 were available for review. Motion to accept minutes from the 12th by Uecke. Seconded by Hull. Motion carried.

Budget Amendments – none will be made at this time.

Disbursements were available for all to review; checks #20708 to and including #20775 for disbursement of $47,958.36, which includes auto withdrawal of payroll taxes. Motion to approve disbursements by Hull. Seconded by Uecke. Motion carried.

Ambulance Report – no meeting/news. No motions are entertained.

Fire Department Report – Chief Harkema reported 2 fire calls for February, training on new fire engine began and it was taken out for 1 call; upcoming trainings scheduled.
– Disposal of old equipment – Chief Harkema reviewed listing of equipment previously approved by Town Board for disposal, which he added a few additional items. Motion to dispose of remainder of equipment on list by Hull. Seconded by Uecke. Motion carried.

Humane Officer Report is given by Humane Officer Bubb with 10 calls for the month of February. No motions are entertained.

Cemetery Report – no report at this time. No motions are entertained.

Planning Commission Report
All-Terrain Vehicle Ordinance #01-2013 to Replace Existing All-Terrain Vehicle Routes Ordinance #8-2007 – Chairman Hull reviewed Ordinance approved by Planning Commission to open Town Roads for ATV/UTV access, as the surrounding Towns have approved; discussion included year round access/not route access, if Forest Service was questioned about impact, who enforces Ordinance; possibility to eliminate some roads, process to close road for ATV/UTV use if Ordinance is passed, why Public Hearing not held. Tabled to April 9th meeting to set date for Public Hearing; will invite Oconto County and surrounding Town reps for comments.

Communication File is reviewed and list is signed.

Review Ordinance #19-1998 Parking During Snow Emergency – Clerk Kauzlaric presented response from email request received from Town of Lakewood with no parking from November 1st to April 1st; no other Towns responded or had an Ordinance in place. Motion that we draft an Ordinance for no parking between November 1st and April 1st on the roads following Lakewood’s lead by Uecke. Seconded by Hull. Motion carried.

Road Crew New Hire – Pelishek – application reviewed by Town Board. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Sam’s Club Membership for Town supply purchases – Clerk Kauzlaric request for Tax Exempt membership as they have cheaper prices on various supplies; membership options presented. Motion to approve Sam’s Club membership by Hull. Seconded by Uecke.  Motion revised to get Sam’s Club membership for Lynn and Fire Chief Steve by Hull. Seconded by Uecke. Motion carried.

Refinance of prior long term debt discussion – Clerk Kauzlaric received interest rate quote from Citizens Bank after question brought up at Hearing of the People the prior month; discussed that of 2 loans remaining that one does have prepayment penalty (small of both loans). Motion that we look into details of transferring the loans, looking into what the penalties would be and have that information ready for possibly Resolution at the next meeting by Uecke. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit Application form – draft of application form reviewed by Town Board; fees discussed for processing of application to offset time and materials costs with $15 for Annual Permit and $5 for Temporary Permit; exception discussed for Annual Permit requested for this year if received after April 1st. Motion to accept the Outdoor Entertainment Permit Application with noted changes by Hull. Seconded by Uecke. Motion carried.

Community Center Ball Park Lights – recap of situation with Ball Park lights the continue to blow circuits; replaced light bulbs with larger watt bulbs; costs received from WPS to fix situation would cost around $10,000; discussed cost savings by reducing size of light bulbs back down to 500 watts and replace circuit that’s been continuously tripped; previously approved up to $7,000 fix; looking to spend less. No motions are entertained.

Lawn mower purchase for Parks Dept. – Sup. Uecke reviewed quotes received for zero turn lawn mowers; discussed/compared options and pricing. Motion that we purchase 2013 Gravely 54” deck under $5,000 by Uecke. Seconded by Hull. Motion carried.

Fire Fighter Employee letter – Chairman Hull stated that due to employee issue, details of letter are not to be discussed. Motion that letter is sent by Hull. Seconded by Uecke. Motion carried.

Hearing of the People brought about concerns relating to winter road conditions worst since 1947; delayed plowing of Recycle Center this winter; when drawing of the names for ballot order took place; questions regarding Corner Convenience purchase of gift certificates, Gendrons lawn mower and Jerry’s Custom Flooring disbursements.
