TOWN OF MOUNTAIN
BOARD MEETING MAY 13, 2014

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 16 in attendance.  The agenda was posted on May 10, 2014.  Motion to approve the Agenda by Lauterborn.  Seconded by Hull.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to approve Treasurer’s report by Hull.  Seconded by Uecke.  Motion carried.

Minutes of the Town Board meeting held April 8, 2014 were available for review. Motion to accept minutes by Uecke.  Seconded by Lauterborn.  Motion carried.

Minutes of the Special Town Board meeting held April 15, 2014 were available for review. Motion to accept minutes by Hull.  Seconded by Uecke.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21570 to and including #21630 for disbursement of $32,684.07, which includes auto withdrawal of payroll taxes, plus late checks #21631 to and including 21633 in the amount of $3,369.59 for a total disbursement of $36,053.66. Motion to approve by Lauterborn.  Seconded by Hull.  Motion carried.

Ambulance Report – Meeting to be held May 15th.

Oconto County Municipal Intergovernmental Functional Collaboration Agreement – Chairman Hull asked Fire Chief Harkema to discuss this agreement which was presented at the Oconto County Fire Chiefs Association MABAS meeting; Chief Harkema stated the document was presented by MABAS Coordinator Tim Magnin; it was tabled at the MABAS meeting; they are working on finding a way to replace previous Mutual Aid Agreements between the Towns that were null and void when MABAS was enacted; Chief Harkema suggests the Town Board table this to review the document as he feels the verbiage is not appropriate for what they are trying to accomplish.  Tabled for review and further research.

Fire Department Report – report given by Chief Harkema with 1 call for the month (tree on downed power line); he attended an FDIC conference with 3 other area departments; discussed security issues at the Fire station with damage to Fire Department equipment over the last several months; Chief Harkema requested that is any citizen has knowledge of damage or overhears conversation to contact him.  No motions are entertained.

Humane Officer Report is given by Humane Officer Bubb with 11 calls for the month or April.  No motions are entertained.

Cemetery Report – Sup. Uecke stated spring meeting was held and new Chairperson was appointed for the Committee (Dick Booth of the Town of Riverview); they are still actively searching for parcels of land as the cemetery is 70% sold; discussed replacing or moving sheds; also more tree removal to happen this year.  No motions are entertained.

Planning Commission Report

Conditional Use Permit Application – WICO Inc. (Lot #38) – Chairman Hull reviewed application and photo; he stated the Planning Commission discussed overhang that appears in the photo; agent was not available but they felt this may be a cover used when moving mobile homes to secure the roof material; Planning Commission approved the application with the stipulation that they repair roof if the overhang in the photo is not a cover.  Motion to approve with those conditions by Lauterborn.  Seconded by Uecke.  Motion carried.

– Conditional Use Permit Application – WICO Inc. (Lot #39) – Chairman Hull reviewed application and photo, which has similar overhang as the unit for Lot #38; Planning Commission approved this application with the same stipulation as the one for Lot #38.  Motion to approve the Conditional Use Permit for Lot #39 by Uecke. Seconded by Lauterborn.  Motion carried.

6 Town Board Meeting Discussions – next meeting is Monday, May 19th at the Town of Riverview.  No motions are entertained.

Communication File is reviewed and list is signed.

Town Tree Discussion – Joel from Tree Solutions (Antigo) was available to discuss options for replacing the tree that was removed from the triangle between Hwy 32, County Hwy W and Old 32; he stated that a Balsam would be the best option for that location; suggestion made to place two 3’ trees in the area with a mulch base to provide nutrients to soil, 3’ tree would grow faster than a larger tree; he felt the price for a 3’ tree would be $25 – $30 and he would donate the time to plant.  Motion that we get two trees by Hull.  Seconded by Uecke.  Motion carried.

Sealed Road Bids – Clerk Kauzlaric stated that 7 sealed bids were received; along with a price from Oconto County.  Motion to accept the 7 bids by Lauterborn.  Seconded by Uecke.  Motion carried.   Sealed bids are opened and read by Clerk Kauzlaric; Town Board members reviewed information; decision made to table for further review and hold Special Town Board Meeting to award contracts.

Sealed Road Bids – T.R.I.P. Program – Clerk Kauzlaric stated that 2 sealed bids were received.  Motion to accept 2 bids for the T.R.I.P. Program by Uecke.  Seconded by Hull.  Motion carried.  Clerk Kauzlaric opened and read the bids received from Northeast Asphalt and Oconto County; Town Board Members discussed that Oconto County’s bid had to be at least 10% lower than other bids, which is was not.  Motion to accept Northeast Asphalt’s bid by Hull.  Seconded by Uecke.  Motion carried.

Special Gathering License – St. Michael Church (June 21st & 22nd) – Application available for review.  Motion that we accept St. Michael’s Church Special Gathering Permit by Uecke.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – St. Michael Church (June 21st & 22nd) – Application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – Everbreeze Resort LLC (Annual) – Application available for review.  Motion that we accept by Uecke.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – Skinny Dave’s (Annual) – Application available for review.  Motion that we accept it by Uecke.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – Tracy’s Place (Annual) – Application available for review.  Motion that we accept the permit for Tracy’s Place by Uecke.  Seconded by Hull.  Motion carried.

Outdoor Entertainment Permit – The Schoolhouse Bar LLC (Annual) – Application available for review.  Motion to accept by Hull.  Seconded by Uecke.  Motion carried.

Fire Department Applicant – Schmidt – application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Ordinance #01-2014 – Alternate Members for Board of Review – Chairman Hull stated that alternate members were Floyd Schmidt and Laura Anderson.  Motion to accept both Floyd and Laura by Lauterborn.  Seconded by Uecke.  Roll call vote taken:  Lauterborn-aye; Uecke-aye; Hull-aye.  Motion carried.

Planning Commission Reappointment – Maletske – Chairman Hull stated that Skip Maletske was out of town and unable to take Oath of Office before deadline but is still interested in serving on the Planning Commission.  Motion to accept appointment of Maletske by Hull.  Seconded by Lauterborn.  Motion carried.

Road Equipment Repairs – Sup. Lauterborn discussed that used 9’ sweeper attachment for the front of one of the dump trucks needs modification for attaching; options listed were to adapt unit to front of a truck ($9,000 – $13,000), fix New Holland tractor which may not work (around $1,400), or get different piece of equipment that would load trucks and add an attachment to handle the sweeper; Tony had called Oconto County and they charge $80/hr for sweeping town roads; Town Board members discussed possibility of surrounding towns with equipment to rent or possible perform the sweeping.  Calls to be made for further research.

Hearing of the People brought about concerns relating to who takes care of the Shady Acres Mobile Home Park down by Kitty’s Bar; decision to hire private contractor over Oconto County when County has lower bid (TRIP Program); ATV signage costs vs. donations received; repurchase of Business Park Lot #11; suggestion to reword contracts when selling Business Park Lots with penalty for non-payment of taxes.
