TOWN OF MOUNTAIN
BOARD MEETING MAY 14, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 18 in attendance. The agenda was posted on May 13, 2013. Motion to approve the agenda by Uecke. Seconded by Lauterborn. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Lauterborn. Seconded by Hull. Motion carried. 

Minutes of the Town Board meeting held April 9, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Special Town Board meeting held April 24, 2013 were available for review. Motion to accept minutes by Hull. Seconded by Uecke. Motion carried.    

Budget Amendments – Addition to income +191,951.71 for First Merit Loan Refinance & Chipper purchase; additions to expenses +12,640 for Capital outlay Highway Dept, Debt Service: +1,023.09 for Fire Dept interest, +469.09 for Highway interest, +113.67 for Town Office/Shop interest, +163.51 for Ambulance interest, +100,603.67 for Fire Department principal, +47,906.51 for Highway principal, +11,178.18 for Town Office/shop principal, +16,817.68 for Ambulance Principal, +1,036.31 for Contingency

Disbursements were available for all to review; checks #20859 to and including #20925 for disbursement of $228,688.70, which includes auto withdrawal of payroll taxes. Motion to approve budget amendments and disbursements by Lauterborn. Seconded by Uecke. Motion carried.

Ambulance Report – meeting held on May 2nd; approved for Advanced EMT Level; April a FT position was filled. No motions are entertained.

Fire Department Report – report given by Chief Harkema with 5 calls; no structure fires; training held this weekend; Sup. Lauterborn questioned how they are doing on getting everyone certified, Chief Harkema stated they are working on it, attendance has been an issue; January instated a mandatory 24 hrs training requirement for the year.

Fire Chief Donation of training materials – Chief Harkema stated every year he tries to donate something back to the fire department; this year he would like to donate building props for “Pittsburgh drill”, which is a breathing drill. Motion to accept by Lauterborn. Seconded by Uecke. Motion carried.

Humane Officer Report is given by Humane Officer Bubb with 15 calls for the month of April; assisted Town of Riverview with removal of “big cat” at the former Lakewood Zoo. No motions are entertained.

Cemetery Report – Sup. Uecke reported that Annual Meeting was held with new member from the Town of Doty in attendance; received mower; cleanup is continuing; assistance with physical inventory of plots requested by Sexton; approximately 70% of capacity (looking for more land possibility); suggestion to use a section for emergency burial; horse tracks thru Cemetery (against WI SS as animals are not allowed in Cemetery); above average damage from plowing which they are keeping track of repair costs to determine if all 3 Towns will split expenses or charge to Mountain Roads for damage caused. No motions are entertained.

Planning Commission Report – no meeting

6 Town Board Meeting Discussion – Sup. Uecke stated there was a meeting tomorrow night; reviewed Library Resolution. No motions are entertained.

Communication File is reviewed and list is signed.

Sealed Road Bids – Clerk Kauzlaric announced 7 sealed bids were received. Motion that we accept the 7 bids by Uecke. Seconded by Lauterborn. Motion carried. All bids opened and read by Clerk Kauzlaric; Chairman Hull suggested to set special meeting to review and vote on road bids due to inexperience of current Board members with road work. Special Town Board Meeting set for Wednesday, May 22nd at 8:00 a.m. to review bids submitted. Motion to table until May 22nd at 8:00 a.m. by Hull. Seconded by Lauterborn. Motion carried.

Original Alcohol Beverage License – Tracy Wilson (Tracy’s Place) – application available for review. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Road Crew Applicant – Boyle – Sup. Uecke asked if there was enough hours for current road crew employees prior to hiring additional employees; Sup. Lauterborn stated that two employees will be unavailable (1 for summer and 1 for surgery); Chairman Hull discussed problems when people are unavailable to have some people to fill in when needed; Chris Lindert asked is he was being replaced as grader operator; Chairman Hull reiterated that if they are hired it would be to be on call for if you are not available; Sup. Uecke stated that both of the road crew applicants quit previously. Motion that we bring Kenny back by Lauterborn. Seconded by Uecke. Motion carried.

Road Crew Applicant – Skidmore – Motion to bring Ed Skidmore back by Lauterborn. Seconded by Uecke. Motion carried.

Oconto County Economic Development Corp (OCEDC) Marketing Partnership Program – Chairman Hull reviewed OCEDC focus on marketing for Oconto County Tourism; request of $500 per town towards this; Sup. Uecke discussed new director of OCEDC seems to be making relevant changes and focusing on entire county; Board members discussed that other organizations in the area are marketing northern Oconto County; would like to see what other towns are participating. Motion that we just pass on the $500 for now and we can always revisit it later by Hull. Seconded by Uecke.  Motion carried.

Annual Meeting – Business Park Lots – Sup. Uecke reviewed discussion held at Annual Meeting and motion by citizens to hire a local realtor to advertise remaining lots for sale; communication received from OCEDC to list business property for sale on their website; Clerk Kauzlaric mentioned that emails have been received in the past year from OCEDC with businesses looking for property; Town Board discussed putting sign up at Business Park sign located at Hwy 32 and Silver Hill; also use Community Center marquee when no events planned; can put ads in the newspapers instead of hiring local realtor. No motions entertained.

Annual Meeting – Town Constable/Code Enforcer – Sup. Uecke reviewed motion made at Annual Meeting to consider Nick Wilson for Town of Mountain Constable/Code Enforcer; Board members discussed need for job description, budget for wages/other expenses; need to look into more specifics by next meeting. Motion to table this and we’ll get all the information for the next month by Hull. Seconded by Uecke. Motion carried.

Hearing of the People brought about concerns relating to Library situation; garbage on Whiffen Lane property; Town of Riverview opened roads for ATV use is Town of Mountain; lighting at ballpark; paving Jazz Lane.
