TOWN OF MOUNTAIN
BOARD MEETING NOVEMBER 11, 2014

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 13 in attendance. The agenda was posted on November 8, 2014 and Amended Agenda posted on November 10, 2014. Motion to correct Amended Agenda to state posing November 10th and approve the Amended Agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Uecke. Motion carried.

Minutes of the Town Board meeting held October 14, 2014 were available for review. Motion to accept minutes of the October 14th Town Board meeting by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Budget Workshop held October 14, 2014 were available for review. Motion to accept minutes by Hull. Seconded by Uecke. Motion carried.

Minutes of the Special Town Board meeting held October 28, 2014 were available for review. Motion to accept minutes by Lauterborn. Seconded by Uecke. Motion carried.

Minutes of the Budget Workshop held October 28, 2014 were available for review. Motion to accept minutes by Uecke. Seconded by Hull. Motion carried.

Minutes of the Budget Workshop held November 3, 2014 were available for review. Motion to accept minutes by Lauterborn. Seconded by Uecke. Motion carried.

Budget Amendments – will be completed next month.

Disbursements were available for all to review; checks #21869 and #21933 to and including #21990 for disbursement of $65,888.80, which includes auto withdrawal of payroll taxes; plus late checks #21991 to and including #21995 in the amount of $3,137.79 for a total disbursement of $69,026.59. Motion to approve by Lauterborn. Seconded by Uecke. Motion carried.

Ambulance Report – Chairman Hull gave report of last Commissioners meeting which discussed 2015 Budget, reviewed staffing needs for 2015, question regarding use of Town of Mountain old pickup for plowing during winter. No motions are entertained.

Fire Department Report – report given by Sup. Uecke with 1 fire call around Halloween weekend; 3 EMS jump bags ordered for each rig for use by Volunteer fire fighters that are also trained for Ambulance staffing; have logged 6,200 miles on new command vehicle for training/meetings which has saved considerable amount on mileage expenses. No motions are entertained.

Humane Officer Report is given by Humane Officer LaLuzerne with 8 calls for the month of October. No motions are entertained.

Cemetery Report – Sup. Uecke had nothing to report at this time. No motions are entertained.

Planning Commission Report
Business Park Lot #10 – Chairman Hull reviewed Planning Commission discussion regarding proposed plan for Lot #10 (dog grooming/boarding business). Perspective business owners were available to review plans for changes to building with addition of enclosed boarding kennels, fenced in play area and use of building interior. Clerk Kauzlaric confirmed that current zoning is Industrial. Chairman Hull discussed need to rezone to General Commercial then need for Conditional Use permit for proposed business. Motion to change zoning from Industrial to General Commercial by Lauterborn. Seconded by Uecke. Motion carried. 2nd motion to approve Conditional Use Permit contingent on County approval of Rezoning application by Hull. Seconded by Lauterborn. Motion carried.

6 Town Board Meeting Discussions – no meeting set. No motions are entertained.

Communication File is reviewed and list is signed.

Operator’s License-Fidler – application available for review. Motion to approve Operator’s License by Uecke. Seconded by Lauterborn. Motion carried.

North Anderson Lake Assessor’s Plat – Jess from Northeast Surveying presented final Assessor’s Plat to Town of Mountain for 30 day inspection period at Town Office. He discussed that stakes are in the ground, during September had several meetings with property owners to correct any issues; State of WI has approved proposed Plat; four (4) property owner’s affecting six (6) properties requested boundary changes. These owner’s have been sent a letter to inform them to come to Town Office to sign Assessor’s Plat and have Boundary Agreements notarized prior to Assessor’s Plat taken to Oconto County for recording. Due to timing issue with December’s Town Board meeting and 30 day notice, request made for Special Town Board meeting to be held in December to finalized and recorded with Oconto County before the end of December. Town Board Members set Special Town Board meeting for Tuesday, December 16th@ 6:00 p.m. No motions are entertained.

Special Assessments/Charges – Town Board members discussed Special Charge to offset cost or new physical address signs replacements project that is being completed in 3 phases (2 phases complete with last phase to be completed in 2015); with cost of materials and hours/gas to complete cost is determined to be somewhere between $20-$30. Motion that we charge $20 for the Special assessment/charge per sign by Uecke. Seconded by Hull. Motion carried.

Road Crew Hire – no applications received; to run ad in newspaper again.

Capital Lamp Lighting (Shop) – Sup. Lauterborn presented quote for change of shop lighting with Focus on Energy Rebate Program with estimated 4 year payback. Motion that we get the new lighting from Capital Lamp by Lauterborn. Seconded by Uecke. Motion carried.

Crysteel Gladiator Dump Body (Shop) – Sup. Lauterborn discussed that truck body and frame on #3 are in good shape, but dump body is rusted and not useable; cost effective to replace dump body compared to buying new truck. Motion that we buy this box by Lauterborn. Seconded by Uecke. Motion carried.

Hearing of the People brought about concerns relating to need to plow and sand John’s Lane timelier.
