TOWN OF MOUNTAIN
BOARD MEETING NOVEMBER 12, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 15 in attendance. The agenda was posted on November 9, 2013. Motion to approve the agenda by Lauterborn. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Hull. Motion carried. 

Minutes of the Town Board meeting held October 7, 2013 were available for review. Motion to accept minutes by Hull. Seconded by Lauterborn. Motion carried.

Minutes of the Budget Workshop meeting held October 7, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Hull. Motion carried.    

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21215 to and including #21259 for disbursement of $37,761.92, which includes auto withdrawal of payroll taxes. Motion to approve by Lauterborn. Seconded by Uecke. Motion carried.

Ambulance Report – nothing to report at this time

Fire Department Report – report given by Chief Harkema with 2 calls for October; live burn training conducted on Old Hwy 32; Doty, Mountain & Riverview Fire Department will be conducting joint training the 1st Monday of each month; 1 equipment failure (new engine being repaired due to driver error). No motions are entertained.

Humane Officer Report is given by Humane Officer Bubb with 8 calls for the month or October. No motions are entertained.

Cemetery Report – Sup. Uecke spoke with the Sexton last week and they are wrapping up for winter; 3 trees have been removed from cemetery. No motions are entertained.

Planning Commission Report
–  Application for Land Division – Olsen – Jess from Northeast Surveying was available to explain lot division requested. Motion to accept the Division of the 2 Lots as stated on the map by Lauterborn. Seconded by Uecke. Motion carried.

6 Town Board Meeting Discussions – meeting to be held in Town of Breed on November 19th. No motions are entertained.

Communication File is reviewed and list is signed.

Assessors Plat Bid Award – Town Board members discussed the need to correct the problems with the parcels on N. Anderson Lake Ln; discussed the 2 bids received-one listed set price and other had not to exceed price, one also works worked in the area and knows the problems. Motion to accept the bid from Northeast Surveying and Mau & Associates by Lauterborn. Seconded by Uecke. Motion carried.

2013 Special Assessments/Charges – Clerk Kauzlaric reviewed recent audit completed by Wisconsin Dept. of Revenue for Lottery Credits, which found several property owners that took a Lottery Credit on more than one parcel; listing provided on property owners that have not paid back this Lottery Credit that should not have been applied; this needs to be added to tax bill as a Special Charge. Motion that we do the Special Charge on these property owners by Uecke. Seconded by Hull. Motion carried.

Possible Joint Effort with Town of Riverview for Infrastructure Development – Bruce Mommartz, Granite Development Resources, presented materials provided for possible installation of 3-Phase service by WPS along County Highway W to Nicolet Bottling; discussed possible options available and requested information be forwarded to Planning Commission to review/discuss. Tabled by Board and refer to Planning Commission.

GovPayNet Payment Services – Clerk Kauzlaric discussed inquiries by a few tax payers in the last couple years to pay tax bill with credit card; information given to Town Board from GovPayNet, which is a company that would process payments and all fees are charged to the credit card holder (no fees back to the Town); Clerk Kauzlaric has spoke with Village of Suring Clerk/Treasurer regarding service and was told that they have had individuals use the services and no fees were charged back to the Village.  Motion that we sign up for this GovPayNet as long as there are no fees by Uecke. Seconded by Lauterborn. Motion carried.

Hearing of the People brought about concerns relating to budget for roads this winter; enough sand/salt in shed; quality of road clearing this winter; planting of a tree this spring on the triangle where the Christmas lights are put on the trees; snow removal on Bonita Lane; damages to Cemetery last winter; road patch work for the year (breakup off County Hwy W on McComb Lake Road); granting of Conditional Use on mobile homes older than 15 years old and less than 14’ wide; charges from Oconto County for road signs; contract of hauling of debris from the Recycling Center; comment that Evergreen Mobile Home Park is one of the best/nicest in the State (very clean); Jess from Northeast Surveying thanked Town Board for awarding them the contract for the Assessor’s Plat.
