TOWN OF MOUNTAIN
BOARD MEETING OCTOBER 14, 2014
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 12 in attendance. The agenda was posted on October 11, 2014. Motion to approve the Agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held September 9, 2014 were available for review. Motion to accept minutes by Uecke. Seconded by Hull. Motion carried.

Minutes of the Special Town Board meeting held September 23, 2014 were available for review. Motion to accept minutes by Lauterborn. Seconded by Uecke. Motion carried.

Minutes of the Budget Workshop held September 23, 2014 were available for review; correction noted by Chairman Hull for next Budget Workshop scheduled for Tuesday (not Monday) October 14th. Motion to accept with noted correction by Hull. Seconded by Uecke. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21864 to and including #21867; checks #21870 to and including #21931 for disbursement of $47,250.95, which includes auto withdrawal of payroll taxes; plus late checks #21868 & #21932 in the amount of $4,906.32 for a total disbursement of $52,157.27. Motion to approve by Lauterborn. Seconded by Hull. Motion carried.

Ambulance Report – Chairman Hull stated the next meeting is October 21st. No motions are entertained.

Fire Department Report – report given by Chief Harkema with a Mutual Aid call in the Town of Riverview (large fire assistance). No motions are entertained

Humane Officer Report is given by Humane Officer Bubb with 2 calls for the month of September. No motions are entertained.

Cemetery Report – Sup. Uecke stated that Fall Budget meeting was held; items discussed were replacement of old sheds, tree removal, and actively looking for more land to purchase. No motions are entertained.

Planning Commission Report – No recommendations to the Town Board.

6 Town Board Meeting Discussions – no meeting set. No motions are entertained.

Communication File is reviewed and list is signed.

Humane Officer New Hire – LaLuzerne – application available for review; Keith available to confirm that he attended training and passed testing. Motion to accept by Lauterborn. Seconded by Uecke. Motion carried. 

Fire Department New Hire – Karnitz – application was available for review. Motion that we accept by Uecke. Seconded by Hull. Motion carried.

Special Gathering License- Chute Pond Snowmobile Club (Nov 8th) – application available for review. Motion to accept by Hull. Seconded by Uecke. Motion carried.

Fire Department Donation (Muscle Maniacs Car Club) – $500 donation received. Motion that we accept the donation by Uecke. Seconded by Lauterborn. Motion carried.

Trick-or-Treat Hours Town of Mountain – Town Board discussed prior two years were on Sunday before Halloween; MABA Sweet Street is Thursday, October 30th from 5:30 – 6:30 p.m. Motion that we set the Trick-or-Treat hours for 2014 for Saturday, November 1st from 3:00 – 5:00 p.m. by Uecke. Seconded by Lauterborn. Motion carried.

Recycle Center Lighting / Hours – Chairman Hull discussed pricing information to add 3 additional lights to area; cost would be $4,150 – $4,500; discussed switch of hours on Wednesday’s back to morning hours at this time; to discuss later to budget for lights or possible shift of summer/winter hours; citizen member mentioned some towns have switched to compactor vs. bulk bins, which saved money as another option. Motion that we go back to normal Wednesday hours effective Wednesday, October 29th by Hull. Seconded by Lauterborn. Motion carried.

Pickup / Plow Purchase – Chairman Hull reviewed with board quotes received for 2 new and 2 used trucks; members discussed options and availability. Motion that we buy the Buss Chevrolet Silverado 2015 3500 Series 4 wheel drive with Boss 9.2V plow by Lauterborn. Seconded by Uecke. Motion carried.

Resolution #02-2014 – Chairman Hull discussed interest rates received from FirstMerit Bank; members discussed 2 year repayment option; Clerk Kauzlaric to inquire with FirstMerit is there is an interest savings by paying monthly compared to annually. Tabled for further information.

Hearing of the People brought about concerns relating to minutes from Budget Workshop regarding $10,000 in capital outlay for Fire Department; if Fire Department ATV was sold; on major purchases of vehicles the possibility to piggy back with Oconto County for price savings.
