TOWN OF MOUNTAIN
BOARD MEETING OCTOBER 7, 2013

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 11 in attendance. The agenda was posted on October 5, 2013. Motion to approve the agenda by Lauterborn. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Lauterborn. Seconded by Hull. Motion carried.

Minutes of the Town Board meeting held September 10, 2013 were available for review. Motion to accept minutes by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Budget Workshop meeting held September 24, 2013 were available for review. Motion to accept minutes by Hull. Seconded by Lauterborn. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21155 to and including #21213 for disbursement of $38,924.10, which includes auto withdrawal of payroll taxes; less voided check #21210 in the amount of $19.00 for a total disbursement of $38,905.10. Motion to approve by Uecke. Seconded by Lauterborn. Motion carried.

Ambulance Report
–          EMT Course Cost – Chairman Hull explained there is additional training costs related to the Advanced EMT course and new hires, which is exceeding budgeted amounts; one option discussed that Town person was from would pay for training; Commission discussed the cost to be divided equally between all 3 towns as employees service all 3 Towns and there are employees that do not live within the towns. Motion that the towns pay for the EMT and Advanced EMT training with division of payment by thirds with a third from each town by Uecke. Seconded by Lauterborn. Motion carried.
–          2014 Proposed Budget – Town Board reviewed Proposed Budget received from Ambulance Service; Sup. Uecke mentioned that part of the budget lists rentals and they currently do not have them and suggested that this should be something considered because of the quality of the building; Chairman Hull discussed that budget increased by 1.6% due to increase in costs; Town of Mountain increase is $691. Motion that we approve the Town of Mountain’s end of the 2014 Mountain Ambulance Budget by Uecke. Seconded by Hull. Motion carried.

Fire Department Report – report given by Chief Harkema with 1 call for September; work day to clean up building; Chief Harkema thanked Town for crack sealing of parking lot. No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with 11 calls for the month or September. No motions are entertained.

Cemetery Report – Sup. Uecke stated that the cemetery sign is being refinished and should be replaced tomorrow. No motions are entertained.

Planning Commission Report
–  Conditional Use Application – Evergreen Park – Chairman Hull reviewed the information presented at the Planning Commission meeting for placement of mobile home in park that is more than 15 years old, which is Oconto County’s Ordinance; Tony was available to answer any questions. Motion to allow it by Hull. Seconded by Lauterborn. Motion carried.

6 Town Board Meeting Discussions –
– Proposed Joint Ownership of Dog Park – idea was presented by citizen at 6 Town Board meeting and was tabled for more information; Town Board members discussed to table until 6 Towns comes up with proposal.

Communication File is reviewed and list is signed.

Operator’s License – Schaal – application is available for review. Motion to accept by Hull. Seconded by Uecke. Motion carried.

2 Year Road Improvement Plan – Town Board Members discussed roads that should be considered for work to be completed within the next 2 years; roads discussed were Whiffen Lane, South Shore (between Town of Breed and Y Camp Road), sections of South Shore that needs culverts replaced; Section 4 Lane (blacktop end of road); Chairman Hull mentioned that this is subject to change as needed. Motion to accept this by Lauterborn. Seconded by Uecke. Motion carried.

Crime Stoppers of Oconto County, Inc. Donation request – at 6 Town Board meeting the Town of Riverview was the only one that has made donation.   Motion to hold on this for right now by Hull. Seconded by Lauterborn. Motion carried. 

Donations for ATV signage (MABA, Hidden Bear Trail ATV Club, Steve Harkema) – Chairman Hull mentioned that we have received donations from MABA ($1,000); Hidden Bear Trail ATV Club ($200); Harkema Landscape ($250); which almost covers the total cost of signage required. Motion to accept donations by Lauterborn. Seconded by Uecke. Motion carried.

Road Crew New Hire – Sup. Lauterborn discussed that he has met with individual that applied for position; he has also talked with former employer and believes they would be a good addition to road crew staff; citizen input regarding need for additional staff member; Board members stated there were several times within the last year that staff is called and are unavailable or do not return calls; this will increase pool of employees to call. Motion that we hire him by Lauterborn. Seconded by Hull. Motion carried.

Trick or Treat Hours – Clerk Kauzlaric stated that the last 3 years trick or treats hours have been the Sunday prior to Halloween from 3-5 p.m. Motion to have it from 3 – 5 p.m. on October 27th by Hull.   Seconded by Uecke. Motion carried.

Hearing of the People brought about concerns relating to Animal Control Officer mileage.
