TOWN OF MOUNTAIN
BOARD MEETING FEBRUARY 9, 2016
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 18 in attendance. The agenda was posted on April 11, 2016. Motion to approve Agenda by Lauterborn. Seconded by Ustianowski. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Hull. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held March 8, 2016 were available for review. Motion to accept minutes by Lauterborn. Seconded by Ustianowski. Motion carried. .

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #22970 to and including #23032 for disbursement of $41,405.24, which includes auto withdrawal of payroll taxes and First Merit Loan payments. Motion to approve disbursements by Lauterborn. Seconded by Hull. Motion carried.

Ambulance Report – Chairman Hull stated the next meeting is May 26th. No motions are entertained.

Fire Department Report – Chief Harkema reported that there was training in Crooked Lake; brush truck is repaired and ready for wild fire season. No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with no calls for March received. No motions are entertained.

Cemetery Report – Sup. Ustianowski stated bids for the material for garage were received; with slab cost and bids received the budget will be short to completed this project and Sup. Ustianowski requested that Chairman Hull review the bids. No motions are entertained.

Planning Commission Report –
– Conditional Use Permit Application – WICO (Evergreen Park Lot #33)–
Town Board reviewed application and pictures received. Motion to approve by Ustianowski. Seconded by Lauterborn. Motion carried.

– Planning Commission Member Appointments for 2016 – 2018 (Herman, Maletzke, Hertzberg, Schmidt) – Chairman Hull discussed that current members were acceptable to another 2 year appointment with Jerry Herman as Chairman. Motion to approve by Lauterborn. Seconded by Ustianowski. Motion carried.

7 Town Board Meeting Discussions – next meeting will be held the end of April. No motions are entertained.

Communication File is reviewed and list is signed.

USDA Direct Loan & Grant Program – Clerk Kauzlaric received a list of possible equipment purchases for grant from Chief Harkema; Clerk Kauzlaric will be meeting with USDA rep on Wednesday, April 13th to discuss options. No motions are entertained.

Fire Dept. Application – J Rohde – application was available to Town Board Members review. Motion to accept by Hull. Seconded by Lauterborn. Motion carried.

Fire Dept. Application – B Juckem – application was available to Town Board Members review. Motion to accept by Lauterborn. Seconded by Ustianowski. Motion carried.

Fire Dept. Application – L Barbier-Bartelme – application was available to Town Board Members review. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Special Gathering License – MABA Kids Fish-O-Ree (May 14th) – application was available for review. Motion to accept by Lauterborn. Seconded by Ustianowski. Motion carried.

Spielbauer Fireworks Co. Inc. Fireworks Permit – Chairman Hull provided board members with permit application received from Spielbauer Fireworks Co. that is similar to our Fireworks Permit; Chairman Hull will contact Spielbauer regarding permit. Tabled for further information.

Board of Review Meet & Adjourn Date/Time – Clerk Kauzlaric stated that Assessor Baker would like to hold Meet & Adjourn immediately following the May 10th Town Board Meeting. Motion the Board of Review Meet & Adjourn to be Tuesday, May 10th to follow Board Meeting by Hull. Seconded by Ustianowski. Motion carried.

Recycle Center Attendant – no interest in the open position by current employees; board members discussed an ad should be placed for this position. Tabled until May.

Town Supervisor Appointment – Chairman Hull mentioned there were comments from residents that they were unaware of the opening for this Town position until recently; Board Members discussed publishing Notice for interest in the open Town Board Supervisor position. Motion to amend effective date of Al’s resignation to next month’s meeting by Hull. Seconded by Ustianowski. Lauterborn abstained. Motion carried.

Hearing of the People brought about concerns relating to reason for discharge of Recycle Center attendant; need for signs by scrap piles and cameras; nothing on road sign by Fire Department and questioning if letters were locked up; need for replacement of road sign at Fire Department; purchase of battery at Lakewood Hardware instead of Mountain Hardware; South Shore Drive pavement project; Sup. Ustianowski requested that each department create a list of equipment (including chair saws; push mowers, etc); stop sign missing on Knollwood Lane
