BOARD MEETING AUGUST 9, 2011
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 20 in attendance. The agenda was posted on August 6, 2011. Motion to approve the agenda by Uecke. Seconded by Wirth. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Wirth. Seconded by Hull. Motion carried.
Minutes of the Town Board meeting held July 12, 2011 were available for review. Motion to approve minutes by Wirth. Seconded by Hull. Motion carried.
Minutes of the Special Town Board meeting held July 20, 2011 were available for review. Motion to accept minutes by Uecke. Seconded by Wirth. Motion carried.
Minutes of the Closed Session of the Special Town Board meeting held July 20, 2011 were available for review. Motion to accept minutes by Hull. Seconded by Wirth. Motion carried.
Minutes of the Closed Session of the Special Town Board meeting held April 13, 2011 were available for review. Motion to accept minutes by Uecke. Seconded by Wirth. Motion carried.
Budget Amendments – none at this time.
Disbursements were available for all to review; check #19564 to and including #19615 for disbursement of $65,842.35, which includes auto withdrawal of payroll taxes. Motion to approve disbursements by Wirth. Seconded by Uecke. Motion carried.
Ambulance Report – Meeting on Thursday. No motions are entertained.
Fire Department Report is given by Chief Gerhards; suggestion to Town Board to contact personnel not responding to fire calls or attending meetings regarding fire equipment they have in their possession. No motions are entertained.
Humane Officer Report is given by Clerk Kauzlaric, with 19 calls researched. No motions are entertained.
Cemetery Report – no report. No motions are entertained.
Planning Commission Report –
– Conditional Use Permit Application-Morgan – Chairman Hull discussed application; Tom Morgan available for questions. Motion to approve it by Wirth. Seconded by Uecke. Motion carried.
Communication File is reviewed and list is signed.
Operator’s License-Charles Anderson, Jr. – application available for review with course certificate attached. Motion to approve by Wirth. Seconded by Uecke. Motion carried.
Community Center Rental-Proof of Insurance – Sup. Uecke discussed possibly removing the requirement of proof of insurance for certain rentals; most rentals use Homeowner’s policy as proof of insurance; Clerk Kauzlaric spoke with Insurance Agent and WI Towns Association-both stated when Homeowner’s insurance policy is used this is ineffective because policy is for personal property and would not cover Community Center; discussed requirement for events/groups to still provide insurance; questioned benefits held. Tabled for more details-research on groups/events we currently have and check what other towns require at 6 Town Board Meeting.
Employee Resignations-2011 (Kagelman, Rummel, Rasmussen, Knoll, Skidmore) – Motion to accept by Wirth. Seconded by Uecke. Motion carried.
Employee Joe Descriptions – Town Board Members reviewed job descriptions for Road Crew, Recycle Center Attendant, Custodial/Maintenance Work (Parks Dept), Custodial/Maintenance Work (Community Center), Cemetery Sexton, Custodial/Maintenance Worker (Cemetery). Chairman Hull discussed that these based on the format approved previously and can be updated at any time. Motion to approve by Wirth. Seconded by Hull. Motion carried.
Appointment of Fire Chief – Chief Karl Gerhards is moving; discussion regarding need to review possible replacements; possibly Special Town Board meeting to be held for this appointment. Motion that Asst. Chief temporarily assumes the duties of the Chief in his/her absence by Uecke. Seconded by Hull. Motion Carried. Sup. Wirth Abstained.
Hearing of the People brought about concerns relating to Town Board consideration of reinstating Don Wirth as Fire Chief; question if job descriptions include Town officials; comments regarding proof of insurance requirement at Community Center; light out on the flag at the Community Center; comment that Karl did a good job stepping in as Fire Chief; question regarding denial of request to be placed on Agenda for Noise Ordinance; possible permit for outdoor events with time limits on noise volume; question of road decisions for crack filling; question on flags on veteran grave sites at cemetery (why up for short period); question on progress of updates to Town Disaster Plan.
