TOWN OF MOUNTAIN
BOARD MEETING FEBRUARY 9, 2016
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 11 in attendance.  The agenda was posted on February 8, 2016.  Motion to approve Agenda by Lauterborn.  Seconded by Hull.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Hull.  Seconded by Lauterborn.  Motion carried.

Minutes of the Town Board meeting held January 12, 2016 were available for review with note of amendment to “Community Center Sealed Bids” with final motion to change “accept” to “award bid from Minor Construction”. Motion to accept minutes with amendment by Ustianowski.  Seconded by Lauterborn.  Motion carried.  .

Budget Amendments – 2015 final budget amendments include an increase in the following departments-Legislative +$2,000, General Administration +$13,900, Community Center +$4,000, Highway Insurance +$600, Other Insurance +$135, Solid Waste +$12,300, Cemetery +$3,900, Parks + $2,300, Capital Outlay-Cemetery +1,500, and Capital Outlay-Roads +$21,500; and decreases in the following departments-Legal <$2,000>, Fire Protection <$11,000>, Highway Maintenance <$14,835>, Animal Control <$6,700>, Capital Outlay-Fire Dept <$2,600>, Capital Outlay-Parks <$15,000> and Capital Outlay-Community Center <$10,000>.  Motion to accept by Lauterborn.  Seconded by Hull.  Motion carried.

Disbursements were available for all to review; checks #22869 to and including #22912 for disbursement of $757,413.32, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late check #22913 in the amount of $1,000.00 for a total disbursement of $758,413.32. Motion to approve disbursements by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Ambulance Report – Chairman Hull reported that at January meeting 2 individuals had applied for open part-time position and position was awarded.  No motions are entertained.

Fire Department Report – Chief Harkema reported 1 accident the end of January; Fish-O-Rama appears to have gone well.  Sup. Ustianowski inquired about grants applied for and discussed grant awarded to Suring Fire Department.  No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with 2 calls for January.  No motions are entertained.

Cemetery Report – Sup. Ustianowski stated that Suring School shop class is getting bids for materials on the garage build.  No motions are entertained.

Planning Commission Report – No meeting

7 Town Board Meeting Discussions – Sup. Ustianowski reported that a Broadband Internet Survey will be sent out, blacktop wedging joint bid submittal was discussed; EMS Task Force Committee will have a meeting on February 17th at 6:30 p.m. to be held at the Bill Lazansky Community Center in Mountain.  No motions are entertained.

Communication File is reviewed and list is signed.

Section 4 Ln – ice/flooding issue – Board members discussed flooding/ice issue the last 2 years with possible solutions to look at; discussed if engineering is required; suggestion for 2 culverts on properties might divert water; discussed that appears to be a winter issue only.  Tabled until April or May for further information gathering.

C.W.P.P. (re: brush site) – Sup. Ustianowski stated that at the 7 Town Board meeting the question arose as to why the Town of Mountain Board is not involved in the Community Wildfire Protection Plan; she was invited to the next meeting which will be help February 24th at the Town of Riverview.  Tabled until March.

Hearing of the People brought about concerns relating to road crew wages read $11.00 and thought is was to be $12.00; contract with Oconto County Recycling for antifreeze, oil, etc for this year; need monitor for camera system at Recycle Center/Dump.
