TOWN OF MOUNTAIN
BOARD MEETING JANUARY 12, 2016
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 13 in attendance.  The agenda was posted on January 9, 2016.  Motion to approve Agenda by Lauterborn.  Seconded by Ustianowski.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Hull.  Seconded by Lauterborn.  Motion carried.

Minutes of the Town Board meeting held December 8, 2015 were available for review. Motion to accept minutes by Ustianowski.  Seconded by Hull.  Motion carried.  .

Budget Amendments – will be made at the February meeting; waiting for final 2015 bills.

Disbursements were available for all to review; checks #22784 to and including #22864 for disbursement of $851,724.93, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late checks #22865 to and including #22868 in the amount of $6,762.49 for a total disbursement of $858,487.42. Motion to approve disbursements by Lauterborn.  Seconded by Hull.  Motion carried.

Ambulance Report – Chairman Hull stated next meeting is January 28th at 6:30 p.m.; discussed 4th quarter delinquent account information received.  No motions are entertained.

Fire Department Report – Chief Harkema had nothing to report.  No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with 2 calls for December.  No motions are entertained.

Cemetery Report – Sup. Ustianowski stated that the shop class will start working on the material list and build the garage onsite for the cemetery this spring.  No motions are entertained.

Planning Commission Report

Conditional Use Application-WICO (Evergreen Park) – Chairman Hull summarized discussions at Planning Commission meeting and approval of application.  Motion to approve by Ustianowski.  Seconded by Lauterborn.  Motion carried

7 Town Board Meeting Discussions – next meeting is February 3rd; Sup. Ustianowski requested the meeting be held at the Town Office instead of the community center; also next Administrative Committee meeting to be held February 16 or 17 at the Town Office.  No motions are entertained.

Communication File is reviewed and list is signed.

Recycle Center Sealed Bids – Clerk Kauzlaric stated that 1 bid was received.  Motion to accept the bid received by Hull.  Seconded by Lauterborn.  Motion carried.  Bid is opened and read by Clerk Kauzlaric; Josh Davies from Davies IT Solutions LLC was available to answer any questions.  Motion to approve by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Community Center Sealed Bids – Clerk Kauzlaric stated that 1 bid was received.  Motion to accept the bid received by Ustianowski.  Seconded by Hull.  Motion carried.  Bid is opened and read by Clerk Kauzlaric.  Motion to accept award bid from Minor Construction by Hull.  Seconded by Lauterborn.  Motion carried.  **Amended 2/9/16**

Fire Dept New Hire – Nelson – application was available for Town Board review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Fire Dept New Hire – Juckem – application was available for Town Board review.  Motion to accept by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Special Gathering License – Mountain Fire Dept Aux Inc (Feb 6-7) – application was available for Town Board review.  Motion to accept by Lauterborn.  Seconded by Hull.  Motion carried.

Special Gathering License – Chute Pond Snowmobile Club, Inc. (Feb 13) – application was available for Town Board review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Town Insurance Discussion – Clerk Kauzlaric stated that the Town insurance has not been reviewed for competitive quotes since elected to office; Town is part of LPIF that was almost cut in past Biennial Budget by State and wanted to know Town Board members opinion.  Board members agreeable to seek quotes for insurance needs.

5 Towns Emergency Services Consultant – Sup. Ustianowski discussed 5 Towns request to approve hiring of a consultant to review emergency services with cost not to exceed $2,500 per town; committee would like to investigate possible cost reductions for the Towns; sample received from a consulting firm from another area.  Motion to accept payment not to exceed $2,500 by Hull.  Seconded by Lauterborn.  Motion carried.

Recycle Center Holiday Hours – Sup. Ustianowski stated she received a telephone call that the center was not open on New Years Day and wanted to discuss with Town Board if we should be open or closed on holidays; a couple surrounding towns only close on Christmas; statement that Town of Mountain was only closed Easter & Christmas in years past.  Motion that we close for Christmas and possibly Easter if someone unable to work by Hull.  Seconded by Lauterborn.  Motion carried.

Road Equipment – Sup. Lauterborn discussed issues with older plow truck; board members discussed advertising for offers to purchase.  Motion that we put in the paper for sealed bids by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Resolution to Establish and Modify Employee Benefits/Employee Wage 2016 Update – Chairman Hull discussed moving this item until after Hearing of the People due to closed session discussion on employee issues.  Motion to move until after Hearing of the People by Hull.  Seconded by Lauterborn.  Motion carried.

Hearing of the People brought about concerns relating to mileage paid to fire fighter; physical address signs still old style; Fire Department Dry Hydrants at Chute Pond with low water levels; W. Shore Drive property with several vehicles and trailers parked there; WIFI possibility at the Community Center; $10 state snowmobile trail sticker.

Resolution to Establish and Modify Employee Benefits/Employee Wage 2016 Update – Motion to adjourn into closed session per WI SS 19.85(1)(c) by Lauterborn.  Seconded by Ustianowski.  Motion carried.  Time: 8:02 p.m.

Reconvene from closed session.  Time: 8:26 p.m.  Board members discussed employee wage increases effective 1/1/2016; with exception for Animal Control and Cemetery employees, which need the approval of the other Towns; Clerk Kauzlaric to request other Towns to discuss possible $1.00 raise at February Town Board meetings.  Motion to approve the raise increases; except Animal Control and Cemetery by Lauterborn.  Seconded by Ustianowski.  Motion carried.
