TOWN OF MOUNTAIN
BOARD MEETING JULY 14, 2015
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 14 in attendance.  The agenda was posted on July 13, 2015.  Motion to approve Agenda by Lauterborn.  Seconded by Ustianowski.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to approve Treasurer’s report by Hull.  Seconded by Lauterborn.  Motion carried.

Minutes of the Town Board meeting held June 9, 2015 were available for review. Motion to accept minutes by Lauterborn.  Seconded by Hull.  Motion carried.

Minutes of the Special Town Board meeting held June 23, 2015 were available for review. Motion to accept minutes by Ustianowski.  Seconded by Hull.  Motion carried.

Minutes of the Board of Review meeting held June 23, 2015 were available for review. Motion to accept minutes by Hull.  Seconded by Lauterborn.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #22447 to and including #22521 for disbursement of $48,164.18, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late check #22522 in the amount of $419.99 for a total disbursement of $48,584.17. Motion to approve disbursements by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Ambulance Report

Mountain Citizen Commission Member resignation – Chairman Hull discussed resignation of citizen member Kathleen McKee and asked for interested parties, with none heard this was tabled to the August board meeting.

Fire Department Report – report given by Chief Harkema with statement that Fire Bureau inspections are going well.

– Donation from Chief Harkema – Chief Harkema discussed equipment received thru 1033 Program by Townsend with Air Boat available for purchase; Chief Harkema purchased as donation for ice rescue teams, which the Towns of Mountain & Doty are certified.  Motion to accept donation by Hull.  Seconded by Lauterborn.  Motion carried.

Humane Officer Report is given by Clerk Kauzlaric with 4 calls in June.  No motions are entertained.

Cemetery Report – Sup. Ustianowski has nothing to report.  No motions are entertained.

Planning Commission Report

Certified Survey Map (2 lots on Schaut Road/South Green Lake Lane) – Jess from Northeast Surveying discussed issues with lot lines and previous survey map; requested Town waive dedication of additional road right-of-way (currently 50’; state requires 66’) and to not approve cul du sac if requested by county or forestry department.  Motion to approve by Ustianowski.  Seconded by Hull.  Motion carried.

6 Town Board Meeting Discussions – Sup. Ustianowski and Lauterborn reviewed items from meeting; also stated now 7 Town Board as Town of Brazeau joined.

Town Board Member for Emergency Services Task Force – Motion to accept Cheryl as Town Board member by Hull.  Seconded by Lauterborn.  Motion carried.  Sup. Ustianowski abstained.

– Town Representative for Oconto County Zoning Ordinance Committee – request for volunteers from citizens present; with no volunteers this item will be tabled for August Town Board meeting.

Communication File is reviewed and list is signed.

Oconto County Recycling Municipal Agreements – Board members reviewed information received from Oconto County; to be discussed at August Town Board meeting prior to County meeting on August 13th.

Recycle Center (items left outside gate) – Chairman Hull reviewed pricing information received for camera system; options discussed for wireless system vs. cabled set-up, night visibility.  Tabled for more information and pricing.

Parks Dept. Employee resignation – resignation from Parks department received from John S.  Motion to accept resignation by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Community Volunteers from Forward Service Corporation – request received from Forward Service Corporation to set up placement of individuals for work experience with Town of Mountain; board discussed departments that could utilize program.  Motion to move forward with program by Ustianowski.  Seconded by Hull.  Motion carried.

Special Gathering License – Mountain Horseshoe League (Aug 8) – Application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – Mountain Horseshoe League (Aug 8) – Application available for review.  Motion to accept by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Outdoor Entertainment Permit – Lakeside Casual Dining & Kelly’s Sports Bar – Application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Operator’s License – D. Dollevoet – Application available for review.  Motion to accept by Lauterborn.  Seconded by Ustianowski.  Motion carried.

Operator’s License – D. Bowman – Application available for review.  Motion to accept by Hull.  Seconded by Lauterborn.  Motion carried.

Operator’s License – K. Wirth – Application available for review.  Motion to accept by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Hearing of the People brought about question relating to weed issue on corner of south Junction of Hwy 32 & 64; brush hog; Chute Lake Dist. inquired about patrol on Lake by Town program; Truck #1 serviced and metal found in oil pan; sink hole on Airport Road
