BOARD MEETING JUNE 14, 2016
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Ustianowski and Kauzlaric present, as well as 11 in attendance; School Absent. The agenda was posted on June 13, 2016. Motion to approve Agenda by Hull. Seconded by Ustianowski. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Ustianowski. Seconded by Hull. Motion carried.
Minutes of the Town Board meeting held May 10, 2016 were available for review. Motion to accept minutes by Hull. Seconded by Ustianowski. Motion carried. .
Minutes of the Board of Review Meet & Adjourn meeting held May 10, 2016 were available for review. Motion to accept minutes by Ustianowski. Seconded by Hull. Motion carried. .
Minutes of the Special Town Board meeting held June 2, 2016 were available for review. Motion to accept minutes by Hull. Seconded by Ustianowski. Motion carried. .
Budget Amendments – none at this time.
Disbursements were available for all to review; checks #23088 to and including #23143 for disbursement of $59,304.83, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late checks #23144 & 23145 in the amount of $1,945.57 for a total disbursement of $61,250.40. Motion to approve disbursements by Ustianowski. Seconded by Hull. Motion carried.
Ambulance Report – Chairman Hull stated that Commission discussed need for new ambulance in the 2017 budget year; estimated cost about $150,000.
– Ambulance Station Building Addition – Chairman Hull stated that FOMAS has raised money for building addition; need is for members that live out of town to have someplace to stay; discussed would add value to building. Motion to approve by Ustianowski. Seconded by Hull. Motion carried.
Fire Department Report – Chief Harkema reported busy month; thanked Public Works crew for help with removal of storm debris. No motions are entertained.
Humane Officer Report is given by Clerk Kauzlaric with no incidents to report. No motions are entertained.
Cemetery Report – no report. No motions are entertained.
Planning Commission Report – No meeting.
7 Town Board Meeting Discussions – Sup. Ustianowski discussed meeting of 7 Town Boards with Oconto County, Eagle Waste and Waste Management present; future options for recycling discussed; additional meetings with Town of Breed, Mountain and Riverview. No motions are entertained.
Communication File is reviewed and list is signed.
Operator’s License – Brickner – application available for review. Motion to accept by Hull. Seconded by Ustianowski. Motion carried.
Special Gathering License – St. Michael’s Church (June 26th) – application available for review. Motion to approve by Ustianowski. Seconded by Hull. Motion carried.
Outdoor Entertainment Permit – St. Michael’s Church (June 26th) – application available for review. Motion to accept by Hull. Seconded by Ustianowski. Motion carried.
Grant for Trail Wayside – Chairman Hull discussed money available through state grants for ATV Trailhead Wayside buildings; possible to get 100% funds for building because town owns land already; can decline grant funds if not acceptable funds towards project. Motion to keep moving forward by Ustianowski. Seconded by Hull. Motion carried.
Recycle Center Future Plan – Sup. Ustianowski discussed options for future contract for recycling and waste; Oconto County to have another meeting June 15th with more information. Tabled to July meeting.
2016-2017 Liquor Licenses (by list) – applications available for review. Motion to approve by Hull. Seconded by Ustianowski. Motion carried.
2016-2017 Cigarette Licenses (by list) – applications available for review. Motion to approve by Ustianowski. Seconded by Hull. Motion carried.
2016-2017 Operator’s Licenses (by list) – applications available for review. Motion to accept by Hull. Seconded by Ustianowski. Motion carried.
Fire Dept. New Hire – D Jensen – application available for review. Motion to approve with stipulation of dismissal of driving record issue by Hull. Seconded by Ustianowski. Motion carried.
Recycle Center Attendant – Sup. Ustianowski will be interviewing candidates. Tabled until July.
Hearing of the People brought about concerns relating to abuse of No Wake Ordinance on Chute Pond; questioned signage on lakes for No Wake hours; question regarding Anderson Lake if Town of Mountain or Breed; discussion of citations written on lakes for No Wake; Regional Manager for State Patrol thanked the Town for request of patrol car/taxi for Memorial Day Weekend; dump is looking good; who cleans out houses at Community Center/Parks; what location is being looked at for Trail Wayside and who would maintain; comment to watch Waste Management for bids; Wisconsin Intercept Program available for assistance on collection of delinquent personal property taxes.
