BOARD MEETING    MAY 10, 2011
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with all board members present, as well as 21 in attendance.  The agenda was posted on May 7, 2011. Motion to approve the agenda by Wirth.  Seconded by Uecke.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept it by Wirth.  Seconded by Hull.  Motion carried.

Minutes of the Town Board meeting held April 12, 2011 were available for review. Motion to accept minutes by Wirth.  Seconded by Uecke.  Motion carried.

Minutes of the Special Town Board meeting held April 13, 2011 were available for review. Motion to accept minutes by Wirth.  Seconded by Hull.  Motion carried.

Minutes of the Special Town Board meeting held April 19, 2011 were available for review. Motion to accept minutes by Uecke.  Seconded by Wirth.  Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; check #19393 to and including #19449; excluding check #19419 and check #19431, for disbursement of $42,700.81, which includes auto withdrawal of payroll taxes.  Motion to approve disbursements by Wirth.  Seconded by Hull.  Motion carried.

Ambulance Report – meeting on Thursday, May 12th.  No motions are entertained.

Fire Department Report is given by Chief Gerhards with 2 calls and 2 meetings; also request to recycle or dispose of excess/old equipment; list to be supplied for Town Board to review.  No motions are entertained.

Humane Officer Report is given by Rzepka, with 16 calls researched; also with training attended last month he has met his required hours for certification until 2013.  No motions are entertained.

Cemetery Report – Sup. Uecke stated the committee met to review applications for new hire; discussed erosion under control and need to look at trees that may need to come down.  No motions are entertained.

Planning Commission Report – No meeting

Communication File is reviewed and list is signed.

Liquor License Point System/Noise Ordinance Discussion – Chairman Hull stated that we have received calls and letters regarding Noise Ordinance/control for the summer; Chairman Hull also stated that Oconto County has decided against a County wide Noise Ordinance; Sheriff Jansen made appearance at meeting and confirmed no County wide Noise Ordinance; Chairman Hull requested Sheriff Jansen to review what Sheriff Dept. can do with Noise complaints; discussions also included possibility of permit for special events with Town listing restrictions for outdoor events (including business and personal); suggestion that business owners meet to discuss time frame for outdoor events; suggestion to set volume controls.  No motions are entertained.

ATV Application-Kingsbury (McComb Lake Road) – Mr. Kingsbury attempted to contact land owner; also met with Jesse from Northeast Surveying and brought in pictures that were taken; according to Jesse he is believes there is a 3’ overlap from existing road right-of-ways but could not say without a Certified Survey; discussed that we have not had contact with land owner personally and arranged to have him contact Town Clerk (Rick Mollner will contact him to arrange contact, as no one else has current contact information); discussion also the verify survey list; Town Board discussed route is approved by Town standards.  Motion that route has been approved, all we need verification that the land overlaps and it will be approved as soon as we get documentation into the office by Hull. Seconded by Wirth.  Motion carried.

Whiffen Lane Bridge construct/repair – discussed need for bridge replace on Whiffen Lane (will be eligible for 50/50 Bridge Aid).  Motion to accept that by Uecke.  Seconded by Wirth.  Motion carried.

Petition for Bridge Aid-Church Road (Resolution #03-2011) – Resolution to receive 50/50 Bridge Aid for Church Road replaced in 2010.  Motion to approve by Wirth.  Seconded by Uecke.  Motion carried.

Community Center Ball Park Lights Discussion – Chairman Hull met with electrician and stated cost for panel would be around $2,500 (total possible cost $6,000-$7,000); discussion included life of repaired panel and need for lights due to evening events.  Motion to accept to get it fixed for cost not to exceed $8,000 by Uecke.  Seconded by Wirth.  Motion carried.

Old Hwy 32 Rustic Road Designation Discussion – Sup. Uecke discussed that Elsie Jensen approached him regarding getting Rustic Road designation for Old Hwy 32; cost would possibly be 1 or 2 road signs.  Tabled until next month for more information.

Operator’s License-Brickner –Motion to approve by Wirth.  Seconded by Hull.  Motion carried.

Chute Pond Snowmobile Club Donation – discussion regarding Town Board approval on future donations, per WTA suggestion due to some stipulations that could come with donations.  Motion to accept by Hull.  Seconded by Wirth.  Motion carried.

Donation Request from Northern Oconto County Substance Abuse Prevention Partnership – discussion included request for donation towards medication drop contained to be installed in Townsend; only other container in Oconto; Sup. Wirth noted that at Oconto County Recycling meeting it was stated that container was placed in Oconto due to donations received; discussion included possibly container location to be at Clinic in Mountain; need for law enforcement availability for placement of container.  Tabled until next month for further information.

Special Gathering License-Dusty Trails ATV Club (July 2nd) – Motion to approve by Hull.  Seconded by Uecke.  Motion carried.

Purchase of Reconditioned Edge voting equipment – special pricing notice received from Command Central; Clerk Kauzlaric discussed higher voting turnout projections for 2012 Presidential election; also Command Central allow to add to 2012 budget year.  Motion to get one by Wirth.  Seconded by Uecke.  Motion carried.

Town Insurance Policy Renewal – Motion to approve by Hull.  Seconded by Wirth.  Motion carried.

Motion for disbursement of check #19431 in amount of $8,165.00 to Local Government Property Insurance Fund by Wirth. Seconded by Uecke.  Motion carried.

New Hire-Cemetery Custodial Position – Sup. Uecke discussed Cemetery Commission met on April 18th and approved to hire James Wisneski.  Motion to hire James Wisneski for custodial position for cemetery effective April 18th by Uecke.  Seconded by Hull.  Motion carried.

Motion for disbursement of check #19419 in amount of $28.30 for James Wisneski paycheck by Uecke.  Seconded by Wirth.  Motion carried.

Hearing of the People brought about concerns relating to replacement of “Evasive Species” sign on South Shore that was hit by plow; inquiry regarding funds paid to Robby McClain; Special Town Board meetings on 19th and road crew discussion; question on progress of South Shore property to be sold.
