TOWN OF MOUNTAIN
BOARD MEETING MAY 10, 2016
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 20 in attendance. The agenda was posted on May 9, 2016. Motion to approve Agenda by Lauterborn. Seconded by Ustianowski. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Hull. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held April 12, 2016 were available for review. Motion to accept minutes by Ustianowski. Seconded by Lauterborn. Motion carried. .

Minutes of the Special Town Board meeting held April 19, 2016 were available for review. Motion to accept minutes by Lauterborn. Seconded by Hull. Motion carried. .

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #23033 to and including #23087 for disbursement of $81,994.01, which includes auto withdrawal of payroll taxes and First Merit Loan payments. Motion to approve disbursements by Ustianowski. Seconded by Lauterborn. Motion carried.

Ambulance Report – Chairman Hull stated the next meeting is May 26th. No motions are entertained.

Fire Department Report – Chief Harkema reported completion of reports for consultants for Ambulance and Fire Dept information should be completed next week; some fire fighters completed emergency vehicle operations course; 1 call for wildland fire; reported theft of fire fighters gear from personal vehicle; looking at change to policy with all gear to be stored at fire station. No motions are entertained.

Humane Officer Report is given by Humane Officer LaLuzerne with 2 calls for April received. No motions are entertained.

Cemetery Report – Sup. Ustianowski stated about 15 students from the Suring School District construction class have completed the garage for the Cemetery except for some trim that was on order; garage door also needs to be installed. No motions are entertained.

Planning Commission Report –
– Conditional Use Permit Application – Trillium Group LLC
– Town Board reviewed application and plans received. Motion to approve it by Lauterborn. Seconded by Ustianowski. Motion carried.

7 Town Board Meeting Discussions – Meeting of EMS Task Force was attended by Aspirus Hospital in Antigo who mentioned there are grants available for area Ambulance Services. No motions are entertained.

Communication File is reviewed and list is signed.

Sealed Bids – Insurance Bids – Clerk Kauzlaric received 1 quote for insurance. Motion to accept bid received by Hull. Seconded by Lauterborn. Motion carried. Town Board Members reviewed quote received; members discussed to table for another meeting due to only 1 bid received; Clerk Kauzlaric will contact current insurance agent regarding quoting coverage. Tabled to Special Town Board meeting after insurance agent contacted.

Sealed Bids – Power Washer – Clerk Kauzlaric received 1 bid. Motion to accept sealed bid by Lauterborn. Seconded by Ustianowski. Motion accepted. Clerk Kauzlaric opened and read bid received. Motion to accept it by Hull. Seconded by Lauterborn. Motion carried.

CWPP (re: brush site) – Sup. Ustianowski requested Chief Harkema’s assistance with grant information; copy of 2015 grant information supplied for his review; grant period is from July 1st to Feb 1st; Sup. Ustianowski would like to review information with Chief Harkema when 2016 grant information available. Tabled.

Operator’s License – Hatfield – application was available to Town Board Members review. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Special Gathering License – Mountain Fire Dept Aux Inc. (July 2nd) – application was available for review. Motion to accept by Lauterborn. Seconded by Ustianowski. Motion carried.

Outdoor Entertainment Permit – Mountain Fire Dept Aux Inc. (July 2nd) – application was available for review. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.

Fireworks Permit – Mountain Fire Dept Aux Inc. (July 2nd) – application was available for review. Motion to accept by Ustianowski. Seconded by Hull. Motion carried.

Original Class “A” Liquor License – RStore Mountain LLC – application was available for review; pending purchase of Parkside on June 7th. Motion to accept by Hull. Seconded by Lauterborn. Motion carried.

Cigarette License – RStore Mountain LLC – application was available for review; pending purchase of Parkside on June 7th. Motion to approve by Ustianowski. Seconded by Lauterborn. Motion carried.

Recycle Center Attendant – applications received given to Town Board members for review; Sup. Ustianowski requested it be tabled at this time. Tabled until June.

Town Supervisor Appointment – Chairman Hull stated there were 4 individuals interested in the appointment; request for each person to introduce themselves; Chairman Hull reiterated that this appointment is to complete the term until the April, 2017 election; Clerk Kauzlaric explained that papers would be available at the November meeting with filing dates for the April, 2017 election for anyone interested. Motion that Andy School is the new Town Board Member by Hull. Seconded by Ustianowski. Clerk Kauzlaric voted in place of Sup. Lauterborn. Motion carried.

Hearing of the People brought about concerns relating to status of ball park lights at the community center.
