TOWN OF MOUNTAIN
BOARD MEETING    OCTOBER 11, 2011

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with all board members present, as well as 12 in attendance.  The agenda was posted on October 9, 2011. Motion to approve the agenda with spelling correction on #12 of “Pond” by Uecke.  Seconded by Wirth. Motion carried.  The Pledge of Allegiance is said.

 

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Hull.  Seconded by Wirth.  Motion carried.

 

Minutes of the Town Board meeting held September 13, 2011 were available for review. Motion to approve minutes by Wirth.  Seconded by Uecke.  Motion carried.

 

Budget Amendments

– Decrease Revenue (Loan-Plow Truck) by $99,000 and decrease expense (Highway Maintenance capital outlay) by $99,000;

– Increase Revenue (Donations) by $9,200 and increase expense (Fire Department) by $9,200;

– Increase Revenue (Local Grant FD/Bridge Aid) by $8,048 and increase expense (Highway Maintenance) by $8,048.

Motion to accept budget amendments by Wirth.  Seconded by Uecke.  Motion carried

 

Disbursements were available for all to review; check #19667 to and including #19721 for disbursement of $27,982.32, which includes auto withdrawal of payroll taxes.  Motion to approve disbursements by Uecke. Seconded by Wirth.  Motion carried.

 

Ambulance Report – Chairman Hull updated that they are still trying to sell equipment truck; Town Boards to review Intergovernmental Agreement; budget meetings were held; closed session meeting to hire new part time employee.  No motions are entertained.

 

Fire Department Report is given by Interim Chief Wirth; 1 meeting; received new nozzles and practiced use at meeting.  No motions are entertained.

 

Humane Officer Report is given by Rzepka, with 3 calls researched. Chairman Hull stated 2 calls when Mike was on vacation.

–  Donation from Sunset Bar & Grill – Mike Rzepka informed Town Board donation received from Sunset Bar & Grill; request to be used towards future needs for supplies and/or equipment.  Motion that we set that money aside by Uecke.  Seconded by Wirth.  Motion carried.

 

Cemetery Report – Sup. Uecke discussed Fall Budget meeting held on 9/26/11; Cemetery Committee discussed establishing opening/closing costs for internments, which Committee decided on a $30.00 opening/closing cost to be effective on 1/1/12 upon approval of Town Boards; budget set at $2,000.00 per Town; $500 of the $2,000 budget to be allocated to purchase of commercial lawn mower; possibly look at land purchase (only about 100 lots left to sell); possible increase of lot price.  No motions are entertained.

 

Planning Commission Report – No meeting.

 

Communication File is reviewed and list is signed.

 

Special Gathering License Chute Pond Snowmobile Club (November 13th) – application available for review.  Motion to approve by Wirth.  Seconded by Hull.  Motion carried.

 

Halloween Trick-or-Treat Hours – 2010 Trick-or-Treat hours were Sunday, October 31st from 3:00 – 5:00 p.m.  Motion to have Trick-or-Treat hours between 3:00 – 5:00 p.m. on Sunday, October 30th by Uecke. Seconded by Hull.  Motion carried.

 

Town Employees Plowing of Churches – Town Board reviewed need to cut expenses to balance the budget; liability issues; public comments regarding possibility of help from Church Members.  Motion that we contact the churches that we were doing the plowing for and inform them that we are no longer going to be doing plowing for churches by Uecke.  Seconded by Wirth.  Motion carried.

 

Town Employees Plowing Dry Hydrants/Fire Department – discussed employees plow vs. getting bids. Motion that the dry hydrants, the Fire Department along with the other buildings and places are plowed by the Town employees by Uecke.  Seconded by Wirth.  Motion carried.

 

Road Reflectivity Testing – Oconto County sent information estimating cost to complete test is $2,500 – $3,000; board discussed possible changes/elimination to testing by Federal Government; discussed approved testing methods and need for plan in place by end of year.  Motion that we address the reflectivity testing with Oconto County doing it for us by Uecke.  Seconded by Wirth.  Motion carried.

 

Ambulance Intergovernmental Agreement – Chairman Hull reviewed current Agreement changes requested at Ambulance meeting; Ambulance Commission tabled until next meeting, which is to be held in January/February.  Tabled until next meeting or at least prior to next Ambulance Commission meeting to allow for Town Board to review agreement.

 

Fireworks Permit – Chairman Hull discussed need for Fire Department/Town to be informed of professional fireworks display; fire department unaware of August fireworks display; need to verify person is insured/licensed to provide fireworks display; Town able to list restrictions.  Tabled until next meeting for more information.

 

Outdoor Event Permit – Chairman Hull spoke with the District Attorney regarding Outdoor Event Permit; DA recommends that Town have permit drafted by attorney to ensure legality of permit.  Motion that we allow $500 to start the process, but if the price goes over $500 the process won’t be stopped but we’ll still try to keep it as low as we can by Hull.  Seconded by Wirth.  Motion carried.

 

Hearing of the People brought about concerns relating to McComb Lake/Stone Quarry Road open for ATV trail access regarding speed control/signage; possibility to lower speed limit on Town road leading through Chute Pond County Park; Town Board wanted to clarify that pedestrians do not have the right-of-way on Town Roads and should be aware of oncoming traffic.
