Town Board Meeting April 13, 2010

BOARD MEETING    APRIL 13, 2010
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with all members present as well as 19 in attendance.  The agenda was posted on April 10, 2010. Motion to approve the agenda by Uecke.  Seconded by Wirth.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept it by Uecke.  Seconded by Wirth.  Motion carried.

Minutes of the Town Board meeting March 9, 2010 were available for review. Motion to amend year to 2010 by Uecke.  Seconded by Wirth.  Motion carried.  Motion to accept amended minutes by Wirth.  Seconded by Hull.  Motion carried.

Minutes of the Special Town Board meeting March 16, 2010 were available for review.  Motion to amend year to 2010 by Uecke.  Seconded by Hull.  Motion carried.  Motion to accept amended minutes by Wirth.  Seconded by Uecke.  Motion carried.

Budget Amendments – none required at this time.

Disbursements were available for all to review check #18694 to #18749, excluding check #18719, and including LATE check #18750 in amount of $24.00 to WI State Laboratory of Hygiene (Community Center water test) for a total of $24,822.37.  Motion to approve the bills by Uecke.  Seconded by Wirth.  Motion carried.

Ambulance Report – Chairman Hull reported that he needed to reschedule the meeting with WPS regarding the driveway lights.  He will meet with WPS and update at next month’s meeting.  No motions are entertained.

Fire Department Report was given by Secretary Buhrandt – 1 meeting and 1 fire call at Chute Pond; 4 firefighters completed training.  No motions are entertained.

Humane Officer Report is given by Kauzlaric, with 7 calls researched; training class scheduled for April 17th & 18th.  No motions are entertained.

Cemetery Report – spring cleanup is started; erosion area is being looked at.  No motions are entertained.

Planning Commission Report

Member Bollenbach re-appointment – Chairman Hull informed the Board that Planning Commission Chairman Bollenbach has accepted nomination for re-appointment.  Motion to approve re-appointment by Wirth.  Seconded by Uecke.  Motion carried.

Communication File is reviewed and list is signed.

Community Center Ball Park Lights – Chairman Hull reported that he needed to reschedule the meeting with WPS.  This is tabled until next month – Chairman Hull will reschedule appointment with WPS.

Fire Department New Hire – Michelle Bensman – Motion to approve by Wirth.  Seconded by Uecke.  Motion carried.

Disbursement Check #18719 for $369.74 – Motion to approve disbursement by Uecke.  Seconded by Hull.  Motion carried.

MABA Spring Opener Fish May 1, 2010 – waive rental fee – request made to waive fee because this event is for kids; discussed Pavilion is only used.  Motion to waive fee by Wirth.  Seconded by Uecke.  Motion carried.

Pancreatic Cancer Research Benefit June 5th & 6th – waive rental fee – letter received from Kathie Bollenbach requesting waiver because this is a fundraiser for pancreatic cancer research; discussed waiver of fee due to event but would still like security deposit collected.  Motion to waive rental fee and still have security deposit by Uecke.  Seconded by Wirth.  Motion carried.

St. Michael’s Church – Special Gathering License June 26th & 27thMotion to approve by Wirth.  Seconded by Hull.  Motion carried.

6 Town Board Update – Sup. Uecke gave update on meeting – Jay Conley spoke and also provided his opinion of Municipal Court System; sub-committee was formed for Municipal Court System; Census Bureau representative spoke about the shortage of workers in our area.  No motions entertained.

Sealed Bids – Roads – 7 Sealed bids received.  Motion to approve all sealed bids by Wirth.  Seconded by Uecke.  Motion Carried.  Bids read by Clerk Kauzlaric.  Sup. Wirth received price from Oconto County for Hot mix of $52.12 per ton.

Motion for Hot mix to be awarded to Oconto County @ $52.12 per ton by Wirth.  Seconded by Hull.  Motion carried.

Motion for Cold Mix to be awarded to Scott Construction @ $48.90 per ton by Wirth.  Seconded by Uecke. Motion carried.

Motion for Crack Fill to be awarded to Scott Construction @ $1.05 per pound by Wirth.  Seconded by Uecke.  Motion carried.

Motion for Slag Seal to be awarded to Fahrner Asphalt for 20’ mile @ $13,317.33 and 18’ mile @ $11,985.60 by Wirth.  Seconded by Hull.  Motion carried.

Motion for Chip Seal to be awarded to Scott construction for 20’ mile @ $14,870 and 18’ mile @ $13,450 by Wirth.  Seconded by Uecke.  Motion carried.

Motion for Sand/Gravel to be awarded to Mountain Stoneworks bid as read on paper for different types of sand and gravel by Wirth.  Seconded by Hull.  Motion carried.

 

Hearing of the People – brought about questions about warranty on chip seal; McComb Lake Road Forestry Dept. Grant money; which roads will have work done this year; does new Fire Department employee live in Town of Mountain; does the Town have a Debris ordinance; which Towns dropped from the 9 Towns Board to make it 6 Towns Board; did bid from Mountain Stoneworks include delivered & spread and why would we not have town employees do this; comments on plowing and sweeping on town roads; comment on chip seal performed on Leo’s Road last year.
