Town Board Meeting September 11, 2010

TOWN OF MOUNTAIN
BOARD MEETING    SEPTEMBER 11, 2010
MINUTES

The meeting was called to order by Chairman Hull at 9:00 a.m. in the Town Office.  Roll call was taken with all members present as well as 17 in attendance.  The agenda was posted on September 8, 2010. Motion to approve the agenda by Wirth.  Seconded by Uecke.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept it by Wirth.  Seconded by Hull.  Motion carried.

Minutes of the Town Board meeting held August 10, 2010 were available for review. Motion to accept minutes by Uecke.  Seconded by Wirth.  Motion carried.

Budget Amendments – none required at this time.

Disbursements were available for all to review; check #18948 to and including #18989 for $151,505.14.  Motion to approve the bills by Wirth.  Seconded by Hull.  Motion carried.

Ambulance Report – Chairman Hull reviewed items discussed at meeting on 8/12/10; 1999 GMC Rescue Truck is almost complete; driveway street light-WPS is waiting for DOT approval prior to installation; 2010 Ambulance to be delivered next week; all money was raised for Helispot with no expense to towns; reviewed policy for overnight stay; older ambulance will be sold when they are sure that new ambulance is working properly.  No motions are entertained.

Fire Department Report was given by Asst. Chief Wirth – 1 meeting and 0 fire calls.  No motions are entertained.

Humane Officer Report is given by Rzepka, with 23 calls researched.  No motions are entertained.

Cemetery Report – more vandalism reported.  No motions are entertained.

Planning Commission Report
Variance Request-Kelly & Ellen Flynn (Kevin Marshall) – Chairman Hull updated board members that planning commission approved with stipulation that Kevin Marshall and/or land owner would guarantee road repair for 1 year.  Motion to approve that plan by Uecke.  Seconded by Wirth.  Motion Carried.

Conditional Use Application-Anthony Widowski (Evergreen Park, lot #61) – 1986 mobile home pictures available for review.  Motion to approve by Wirth.  Seconded by Hull.  Motion carried.

Conditional Use Application-Anthony Widowski (Evergreen Park, lot #40) – 1976 mobile home pictures available; Anthony Widowski available to answer questions; Chairman Hull updated board members that planning commission approved with stipulation that Anthony Widowski sends a copy of his inspection report prior to occupancy.  Motion to approve by Wirth.  Seconded by Hull.  Motion carried.

Communication File is reviewed and list is signed.

Community Center Ball Park Lights (update) – Chairman Hull received quote from WPS for upgrade; need to meet with contractor to get final cost of panel work.  Tabled until next meeting.

Driveway Permit Application- Craig Johnson – this is on private road; no permit needed; refund of $15.00 permit fee.

Oconto County Library Agreement Motion we take no action on this item by Uecke.  Seconded by Wirth.  Motion carried.

Hearing of the People – issues included comment that Evergreen Park is one of the best in the state; noise issue-Chairman Hull stated this item is still being researched and will be brought up at future meeting; snow plowing on Bonita Lane; employee raises
