TOWN OF MOUNTAIN
BOARD MEETING    SEPTEMBER 13, 2011

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with all board members present, as well as 7 in attendance.  The agenda was posted on September 10, 2011. Motion to approve the agenda by Uecke.  Seconded by Wirth.  Motion carried.  The Pledge of Allegiance is said.

 

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Wirth.  Seconded by Hull.  Motion carried.

 

Minutes of the Town Board meeting held August 9, 2011 were available for review. Motion to approve minutes by Wirth.  Seconded by Uecke.  Motion carried.

 

Budget Amendments – none at this time.

 

Disbursements were available for all to review; check #19616 to and including #19665 for disbursement of $67,823.95, which includes auto withdrawal of payroll taxes.  Motion to approve disbursements by Wirth. Seconded by Hull.  Motion carried.

 

Ambulance Report – Meeting held August 11th discussed disposal of some equipment; older Ambulance decision to keep and review cost vs. benefits in 1 year; started on Heliport; next meeting September 22nd. No motions are entertained.

 

Fire Department Report is given by Interim Chief Wirth; 1 meeting; purchase of equipment from donation from Mountain Volunteer Fire Department Aux.; training available.

 – Mountain Volunteer Fire Department Auxiliary Inc. Donation – Motion to approve donation by Uecke. Seconded by Wirth.  Motion carried.  Sup. Uecke explained that donation for the purchase of new radios, pump to be used for fire prevention should there be a fire on the island at Chute Pond, and new nozzles.

 

Humane Officer Report is given by Clerk Kauzlaric, with 9 calls researched. Humane Officer Rzepka is on vacation from Sept. 11 through Sept 21.  No motions are entertained.

 

Cemetery Report – Sup. Uecke discussed that Cemetery Committee Budget Meeting will be held September 26th 7:00 p.m. at Doty Town Hall.  No motions are entertained.

 

Planning Commission Report – No meeting.

 

Communication File is reviewed and list is signed.

 

Liquor License – Spur of the Moment Ranch – application available for review; Ann Maletzke available to answer questions.  Motion to approve application by Uecke.  Seconded by Wirth.  Motion carried.

 

Operator’s License – Ann Maletzke – application available for review with course certificate of completion attached.  Motion to approve by Wirth.  Seconded by Hull.  Motion carried.

 

Operator’s License – Lindor Maletzke III – application available for review with course certificate of completion attached.  Motion to approve by Uecke.  Seconded by Hull.  Motion carried.

 

Community Center Rental-Proof of Insurance – Sup. Uecke discussed that at 6 Town Board Meeting other towns do not require proof of insurance for private parties, but do for Public events; discussed that Home owner’s insurance, which is typically used, does not cover community center property.  Motion that we change rental agreement that a Private event does not need proof of insurance but public events do need it by Uecke.  Seconded by Wirth.  Motion carried.

 

WI DOT-Road Certification – Town Road Map reviewed with no changes made; discussed that Jack Pine change not made to map, which Forestry Dept. is working with State DOT.  Motion to accept road map by Wirth.  Seconded by Hull.  Motion carried. Map is signed by Chairman Hull.

 

Town Assessor Contract – new contract received from Val Baker, Rural Assessments LLC and reviewed by Town Board; contract is for 2 yrs starting 1/1/2012 with $400 increase from current 3 year contract; Chairman Hull had inquired with other towns and stated we are still below.  Motion that we sign a new contract by Uecke.  Seconded by Wirth.  Motion carried.  Contract is signed by all Town Board Members.

 

Gillett Joint Municipal Court-2011 Bond Schedule – Chairman Hull discussed information received from Gary Pemrich, Gillett Chief of Poice; amounts are based off Gillett current bond fees, which are basic standards; Chairman Hull also discussed they are still researching if citations can only be written by a certified Law Enforcement Officer.  Motion to approve 2011 Bond Schedule by Wirth.  Seconded by Hull. Motion carried.

 

Outdoor Event Permit – discussion involved permit to be for music only; possibility of specifying “Liquor License holders only”, which would include Special Gathering License holders or if for anyone with outdoor music; permit could include hours allowed with Public comment of midnight or 12:30 a.m. as a reasonable hour; possible permit fee of $15-$20 with deposit of $250 (any violation of permit would forfeit deposit); each permit to be one day only, if event is more than one day would need multiple permits.  Motion to table for more research but to be resolved at next meeting by Wirth.  Seconded by Hull.  Motion carried.

 

Hearing of the People brought about concerns relating to new culvert at Chute Pond Campground-if they will be replacing guard rails; who is responsible for repair of Rock Retainer Wall by walkway at Chute Pond Campground; Chute Lake Rehab Dist. has voted to give the Town of Mountain $500 to offset Officer expenses for the Gillett Joint Municipal Court; 2 of 4 posts are knocked down on Twin Pine & Old 64.
