TOWN OF MOUNTAIN
BOARD MEETING APRIL 10, 2012
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 12 in attendance. The agenda was posted on April 8, 2012. Motion to approve the agenda by Wirth. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Hull. Seconded by Wirth. Motion carried.
Minutes of the Town Board meeting held March 13, 2012 were available for review. Motion to approve minutes by Uecke. Seconded by Wirth. Motion carried.
Budget Amendments – none at this time.
Disbursements were available for all to review; checks #20021 to and including #20088 for disbursement of $48,641.80, which includes auto withdrawal of payroll taxes. Motion to approve disbursements by Wirth. Seconded by Hull. Motion carried.
Ambulance Report – Chairman Hull discussed proposed formulas for Ambulance budget by Ambulance Commissioners; discussed that Intergovernmental Agreement needs to be reviewed prior to 3 Town Board Meeting on April 18th at Riverview Town Hall.
– Proposed Budget Changes – Motion that we accept the final formula that was proposed by Ambulance Commission by Uecke. Seconded by Wirth. Motion Carried.
Fire Department Report – Fire Chief had 2 other Town Board and Annual Meetings to attend. Motion to move item 7 to later in meeting by Uecke. Seconded by Wirth. Motion carried.
Humane Officer Report is given by Clerk Kauzlaric, with 6 calls researched. No motions are entertained.
Cemetery Report – Sup. Uecke commented that Cemetery Sexton was out of hospital and recovering. No motions are entertained.
Planning Commission Report –
Member reappointments: Chairman Bollenbach, Lauterborn, Herman, Litscher – Motion to accept Bollenbach, Lauterborn, Herman and Litscher by Hull. Seconded by Wirth. Motion carried.
Communication File is reviewed and list is signed.
Exotic Wild Animal Ordinance discussion – Chairman Hull discussed Town of Riverview is adopting because of Lakewood Zoo; Sup. Wirth commented he felt it was not needed for Town of Mountain. Motion that we are going to not adopt any Ordinance right now but we can revisit it if a need comes by Hull. Seconded by Uecke. Motion carried.
Road Salt Order 2012/2013 – Motion that we get 40 ton regular season and 20 ton reserve by Wirth. Seconded by Hull. Motion carried.
MABA Special Gathering License – May 5th Fish-o-ree – Motion to approve by Wirth. Seconded by Uecke. Motion carried.
Dusty Trails ATV Club Special Gathering License-June 30th Fireworks Celebration – Motion to accept by Hull. Seconded by Uecke. Motion carried.
Fireworks Permit-Dusty Trails ATV Club (June 30th) – Motion that we approve this by Uecke. Seconded by Wirth. Motion carried.
Community Center Ball Park Lights – Chairman Hull discussed repair work not completed last year with cost around $7,000 to fix; discussed that Little League had wanted to use field for games but could only use until dark last year. Motion to get lights fixed by Uecke. Seconded by Wirth. Motion carried.
Change May Town Board Meeting date – Clerk Kauzlaric discussed need to change May Town Board Meeting date due to Recall Primary Election scheduled for May 8th. Motion to change to May 15th by Hull. Seconded by Wirth. Motion carried.
Outdoor Event Ordinance – Revised Ordinance received from lawyers; Chairman Hull discussed that possibly still too involved; discussed possible Noise Ordinance instead of Outdoor Entertainment Ordinance; Chairman Hull will call lawyer again. Tabled until next meeting.
Hearing of the People brought about concerns relating to garbage/yard debris in property on Whiffen Lane; Ambulance 2011 Budget shortfall outcome; who sets agenda’s for Town Board Meetings; Absentee Ballots available for Primary Recall.
Fire Department Report – given by Sup. Uecke; second engine back and running fine (repaired due to sand and gravel sucked up by pumps); couple of calls and trainings during month; discussed air packs received from another Fire Department; need to purchase tanks for air packs (Mountain Volunteer Fire Department Auxiliary may assist with purchasing 8 new packs at a discounted group purchase price).
– Donations by Fire Chief Harkema – Sup. Uecke listed items purchased by Fire Chief Harkema that he wants to donate to the Fire Department with a total value of $3,900. Motion to accept the donations from Steve Harkema by Uecke. Seconded by Wirth. Motion carried.
