TOWN OF MOUNTAIN
BOARD MEETING SEPTEMBER 9, 2014

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Uecke, Lauterborn and Kauzlaric present, as well as 9 in attendance. The agenda was posted on September 5, 2014. Motion to approve the Agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Lauterborn. Motion carried.

Minutes of the Town Board meeting held August 13, 2014 were available for review. Motion to accept minutes by Hull. Seconded by Uecke. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #21811 to and including #21859 for disbursement of $99,618.40, which includes auto withdrawal of payroll taxes; plus late checks #21860 to 21863 in the amount of $2,086.74 for a total disbursement of $101,705.14. Motion to approve by Lauterborn. Seconded by Uecke. Motion carried.

Ambulance Report – Chairman Hull stated there is a budget meeting later this month; expect increase of $16,000-$32,000 due to increased training regulations; looking at policy for lights and sirens for specific personnel; 1 new hire with possible second later this fall; Sup. Uecke asked about standby fee policy; discussed use of Town of Mountain pickup for plowing when we purchase new one. No motions are entertained.

Fire Department Report – report given by Chief Harkema with several calls for the month including fatal car accident, structure fire and a couple other minor calls; also working with Camp U-Nah-Li-Ya regarding variance for no sprinklers in new dining hall addition. No motions are entertained

Humane Officer Report is given by Humane Officer Bubb with 9 calls for the month of August. No motions are entertained.

Cemetery Report – Sup. Uecke stated that Fall Budget meeting is to be rescheduled due to Towns of Riverview & Doty unable to attend yesterday’s; discussed land acquisition options and need for replacement of sheds. No motions are entertained.

Planning Commission Report – No Meeting

6 Town Board Meeting Discussions – no meeting set. No motions are entertained.

Communication File is reviewed and list is signed.

Preliminary North Anderson Lake Assessor’s Plat – Jess from Northeast Surveying was available to answer any questions on the Preliminary maps; stated that he was able to meet with property owners over Labor Day weekend to review their information; only 1 person had an issue that could not be resolved (septic in road right-of-way); located 2 of the 3 owners of parcels that were marked “XXX” and 3rd was a mapping error; several land owners agreed on boundary other than deeds; end of September is 30-day time frame for land owners to object; when this time has passed it will go to the State and County for approval; then to Town of Mountain for 30 days for any formal objections; there is issue with the boat landing that may require possible postponement of final approval. No motions are entertained.

Operator’s License – Kmiecik – application was available for review; Clerk Kauzlaric had contacted him about need for Server Course Completion or copy of another license within last 2 years with no information received to date. Tabled for further information.

Operator’s License – Elsner – application available for review. Motion that we accept application for Ali Elsner by Uecke. Seconded by Lauterborn. Motion carried.

Town Assessor 2015 Contract – Contract available for review; only change to contract was listing of additional reports needed to file but no change to contract price. Motion to accept it by Lauterborn. Seconded by Uecke. Motion carried.

Garbage/Junk Ordinance #04-2012 Reviewed – Sup. Uecke had call from resident regarding neighbor; not able to clean up private property; Chairman Hull suggested letter be sent to property owner. No motions are entertained.

Humane Officer Training – Current Humane Officer has given resignation notice; Town of Riverview Sup. Rzepka will be interviewing applicants but training is held September 22-26. Motion to approve training when new hire selected by Lauterborn. Seconded by Uecke. Motion carried.

2015 Local Road Certification – Map available for their review; Clerk Kauzlaric located minutes from 1972 Town Board approval of Bonita Lane road purchase, which was not reported to the State. Motion to accept the 2015 Road map with correction by Hull. Seconded by Uecke. Motion carried.

Budget Workshop Dates Set – Town Board set date to meet with Associations, Library, etc. for Tuesday, September 23rd at 6:00 p.m. at the Town office. Preliminary Budget Workshop on Tuesday, October 14thimmediately following Town Board meeting.

Hearing of the People brought about concerns relating to date of next 6 Town Board Meeting; Recycle Center/Dump evening hours and lighting issue; possible use of Lakewood Administrative Building unused office(s) for Northern Satellite Office.

Road Crew Hire – former employee Chuck Schink requested rehire. Motion to go into closed session per WI SS 19.85(1)(c) by Lauterborn. Seconded by Hull. Motion carried. Time is 7:43 p.m.

Reconvene into open session – Time is 7:56 p.m.

Motion to rehire only after receipt of doctor statement that he is ok to come back to work by Lauterborn. Seconded by Uecke. Motion carried.

Motion to adjourn by Hull. Seconded by Uecke. Motion carried. Time is 7:57 p.m.
