TOWN OF MOUNTAIN
BOARD MEETING OCTOBER 9, 2012
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 9 in attendance. The agenda was posted on October 8, 2012. Motion to approve the agenda by Wirth. Seconded by Uecke. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Wirth. Motion carried.
Minutes of the Town Board meeting held September 11, 2012 were available for review. Motion to accept minutes by Wirth. Seconded by Hull. Motion carried.
Budget Amendments – Increase Donations Revenue $10,000 & increase Fire Protection expenditures $10,000; increase Local Grant/Bridge Aid $12,500 & increase Highway Maintenance expenditures $12,500. Motion to approve by Uecke. Seconded by Wirth. Motion carried.
Disbursements were available for all to review; checks #20373 to and including #20439 for disbursement of $111,700.24, which includes auto withdrawal of payroll taxes; and voided check #20430. Motion to approve disbursements by Hull. Seconded by Wirth. Motion carried.
Ambulance Report – Commission met to review Preliminary Budget figures; waiting for final revision on Intergovernmental Agreement. No motions are entertained.
Fire Department Report – Chief Harkema reported there were 4 calls); he contacted ISO for bi-annual review (current rating is 9) and working on lowering to 8 within next year; provided a copy of Ordinance to review for update of our current Fire Dept Ordinance. Chief Harkema presented following policies for Town Board to review, which are similar as other area departments.
– Social Media Policy – tabled until next meeting for review.
– Concealed Carry Policy – tabled until next meeting for review.
– Training Requirements Policy – tabled until next meeting for review.
Humane Officer Report is given by new Humane Officer James Bubb with one call today. No motions are entertained.
Cemetery Report – nothing to report. No motions are entertained.
Planning Commission Report – No meeting
Communication File is reviewed and list is signed.
Operators License – Powell – Motion to approve by Uecke. Seconded by Wirth. Motion carried.
Trick or Treat Hours – Motion to set Trick or Treat Hours for Sunday, October 28th from 3:00 – 5:00 p.m. by Uecke. Seconded by Wirth. Motion carried.
Garbage/Junk Ordinance discussion – Town Board has reviewed information received last month; will get notes on changes to clerk for sample draft at next months meeting. Tabled until next month.
Mountain Volunteer Fire Department Inc. – Sup. Uecke discussed paperwork received from Mountain Volunteer Fire Department Auxiliary Inc. regarding Articles of Incorporation for Mountain Volunteer Fire Department Inc.; he contacted the Dept. of Financial Institutions regarding reporting & Wisconsin Towns Association, as Fire Dept is a Town entity not a private corporation was informed corporation should be dissolved; Town Board members discussed contacting officers listed on annual report filing to instruct them to dissolve corporation and provide proof to Town that this was completed (Sup. Uecke will contact them); if not dissolved, Town Board may call Special Town Board Meeting with officers listed regarding this matter. Tabled until further action required.
Hearing of the People brought about concerns relating to Mountain Volunteer Fire Department Inc. contact; telephone numbers for Humane Officer & Fire Chief; breakdown of costs for paving McComb Lake & Bear Paw Roads; what type of asphalt mix was used on McComb Lake Road; work not completed on Stone Quarry wash out that was previously brought to Town Board’s attention; suggestion for Town Board to drive and rate all town roads and post results; possibility of repairing/sealing roads like Kingston Road.
