TOWN OF MOUNTAIN
BOARD MEETING   SEPTEMBER 11, 2012

MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with all board members present, as well as 9 in attendance. The agenda was posted on September 10, 2012. Motion to approve the agenda by Wirth. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Uecke. Seconded by Wirth. Motion carried.

Minutes of the Board of Review July 18, 2012 were available for review. Motion to accept minutes by Uecke. Seconded by Hull. Motion carried.

Minutes of the Town Board meeting held August 13, 2012 were available for review. Motion to accept minutes by Wirth. Seconded by Hull. Motion carried.

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #20321 to and including #20371 for disbursement of $57,165.31, which includes auto withdrawal of payroll taxes; plus late check #20372 totaling $130.00, for a total disbursement of $57,295.31. Motion to approve disbursements by Wirth. Seconded by Uecke. Motion carried.

Ambulance Report – 3 Town Chairpersons meet with lawyer to review and create new Intergovernmental Agreement. No motions are entertained.

Fire Department Report – Chief Harkema stated that final MABAS meeting is scheduled for September 12th with a possible rollout in December; 1 fire call; submitted request to hire 2 new fire fighters. No motions are entertained.

Humane Officer Report is given by Mike Rzepka with 10 calls in August; 1 stray was adopted.

– New Hire for Humane Officer (J. Bubb) – Mike discussed new hire candidate chosen; he was able to shadow on one call; Mike has offered old GPS and will assist him after training (he’s certification is valid thru 2013). Motion that we accept new hire by Uecke. Seconded by Wirth. Motion carried.

Meal Reimbursement for out of town training attendance – Clerk Kauzlaric sent email to other 5 towns to add to their Town Board Meetings regarding meal reimbursement per diem for the full week of out of town training; Mike Rzepka stated that James will pay for test fee and certification. Motion that we accept it based on what the other towns opinion by Hull. Seconded by Wirth. Motion carried.

Cemetery Report – Fall Committee meeting held September 10th brought about need to look at new land areas (about 70% capacity); reviewed budget and suggested $2,200 for this year; Sexton found old Cemetery blueprints and records. No motions are entertained.

Planning Commission Report

Conditional Use Permit Application-WICO, Inc. (DBA Evergreen Park) – Chairman Hull discussed application for more than 15 year old sectional home (pictures available). Motion to approve it by Wirth. Seconded by Uecke. Motion carried.

– Kennel License Application-Andrew & Amanda Seibert – Chairman Hull discussed planning commission comments/approval of application for recreational sled dogs. Motion that we accept the application by Uecke. Seconded by Wirth. Motion carried.

Communication File is reviewed and list is signed.

Donation from Mountain Volunteer Fire Department Auxiliary Inc. – Donation received by Chief Harkema in July (forgotten on August agenda). Motion to accept the $10,000 by Wirth. Seconded by Hull. Motion carried.

Hobart Village Administrator Resolution Request (Resolution #05-2012) – Chairman Hull reviewed information received from Hobart Village Administrator. Motion that we go with it by Wirth. Seconded by Uecke.
Roll call vote: Wirth-yes; Uecke-yes; Hull-yes. Motion carried.

Operator’s License-G. School – Motion to accept by Hull. Seconded by Wirth. Motion carried.

Operator’s License-R. Hatfield – Motion to approve by Wirth. Seconded by Uecke. Motion carried.

New Firefighter Hire-A. Seibert – Motion to accept by Hull. Seconded by Uecke. Motion carried.

Garbage/Junk Ordinance discussion – Sup. Uecke discussed possible need for Ordinance due to issues of garbage being dumped at Community Center all summer; sample Ordinances provided for review. Tabled until next meeting.

Hearing of the People brought about concerns relating to road crew hours work by each employee; possible need for roof to protect horses at Fireman’s Park.
