TOWN OF MOUNTAIN
BOARD MEETING DECEMBER 8, 2015
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office.  Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 7 in attendance.  The agenda was posted on December 7, 2015.  Motion to approve Agenda by Lauterborn.  Seconded by Ustianowski.  Motion carried.  The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review.  Motion to accept Treasurer’s report by Hull.  Seconded by Ustianowski.  Motion carried.

Minutes of the Town Board meeting held November 10, 2015 were available for review. Motion to accept minutes by Lauterborn.  Seconded by Hull.  Motion carried.  .

Minutes of the Special Town Board meeting held November 16, 2015 were available for review. Motion to accept minutes by Ustianowski.  Seconded by Lauterborn.  Motion carried.

Budget Amendments – will be made at the January meeting.

Disbursements were available for all to review; checks #22731 to and including #22781 for disbursement of $26,917.78, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late checks #22782 and #22783 in the amount of $945.82 for a total disbursement of $27,863.60. Motion to approve disbursements by Ustianowski.  Seconded by Hull.  Motion carried.

Ambulance Report – Chairman Hull stated meeting was held to interview for part-time position with 1 individual hired; have received a grant to assist with a portion of the tuition costs; ambulance calls have increased (at times all 3 units are out on calls).  No motions are entertained.

Fire Department Report – Clerk Kauzlaric stated that there were 4 calls in the month of November; Fire Bureau is starting to complete 2nd Fire Inspections for the year.  No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with 5 calls for November.  No motions are entertained.

Cemetery Report – nothing to report.  No motions are entertained.

Planning Commission Report

Kennel Application – Braverman – Chairman Hull summarized discussions at Planning Commission meetings, including emails and letters received; also touched on the topic of possible changes to Ordinance brought up by Planning Commission members to review all Kennel Licenses periodically.  Motion that we ok it by Lauterborn.  Seconded by Ustianowski.  Motion carried

7 Town Board Meeting Discussions – December meeting postponed with no date set at this time.  No motions are entertained.

Communication File is reviewed and list is signed.

Grant for Trail Wayside – Chairman Hull was contacted by Oconto County on possible grant to construct building similar to one in Lakewood; grant may possibly cover building costs, with Town responsible for maintenance, utilities, etc.; discussed possible concerns with costs.  Motion to move forward with it by Ustianowski.  Seconded by Hull.  Motion carried.

Resolution to Establish and Modify Employee Benefits – Town Board members reviewed/discussed items from copy of Resolution received last month; discussed possible options; eligible hours; possibility to set criteria for pay increases.  Tabled for review.

Road Map Certification – Clerk Kauzlaric discussed discrepancies found in map by Shop Foreman Heffner; need clarification as to how to fix issues found with existing roads.  Motion to accept map as presented by Hull.  Seconded by Lauterborn.  Motion carried.

Focus on Energy – Board members reviewed information received for installation for LED lighting; discussed recent lighting updates.  Motion that we do not move forward by Hull.  Seconded by Lauterborn.  Motion carried.

Road Equipment – Sup. Lauterborn discussed the retention of Truck #3, which was voted to sell at Special Town Board meeting he was unable to attend; pros and cons discussed. Tabled until next month.

2016-2017 Election Board Appointment – Clerk Kauzlaric provided list of suggested Election Officials for Town Board approval.  Motion to accept list by Lauterborn.  Second by Ustianowski.  Motion carried.

Hearing of the People brought about concerns relating to road equipment and cameras at Recycle Center.
