TOWN OF MOUNTAIN
BOARD MEETING JULY 12, 2016
MINUTES

The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Ustianowski, School and Kauzlaric present, as well as 13 in attendance. The agenda was posted on July 11, 2016. Motion to amend Agenda as posted on July 11th to remove item #17, which is a duplicate of #15 by School. Seconded by Ustianowski. Motion carried. Motion to approve the amended Agenda by Hull. Seconded by Ustianowski. Motion carried. The Pledge of Allegiance is said.

Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to accept Treasurer’s report by Ustianowski. Seconded by School. Motion carried.

Minutes of the Town Board meeting held June 14, 2016 were available for review. Motion to accept minutes by Hull. Seconded by Ustianowski. Motion carried. .

Minutes of the Board of Review held June 22, 2016 were available for review. Motion to accept minutes by Ustianowski. Seconded by Hull. Motion carried. .

Minutes of the Special Town Board meeting held June 2, 2016 were available for review. Motion to accept minutes by Ustianowski. Seconded by School. Motion carried. .

Budget Amendments – none at this time.

Disbursements were available for all to review; checks #23146 to and including #23201 for disbursement of $57,979.67, which includes auto withdrawal of payroll taxes and First Merit Loan payments. Motion to approve disbursements by Hull. Seconded by School. Motion carried.

Ambulance Report – no meeting; nothing to report. No motions are entertained.

Fire Department Report – Chief Harkema reported a couple of calls last month; continued training. No motions are entertained.

Humane Officer Report is given by Clerk Kauzlaric with no incidents to report. No motions are entertained.

Cemetery Report – no report. No motions are entertained.

Planning Commission Report –
-Rezone Application – R. Davis – application, GIS map and Plat of Survey available for Town Board review; request to rezone parcels from Residential and Forest to Park and Recreation; Planning Commission Chairman available to provide input from Planning Commission meeting. Motion to approve by Ustianowski. Seconded by School. Motion carried.

7 Town Board Meeting Discussions – no meeting. No motions are entertained.

Communication File is reviewed and list is signed.

Sealed TRIP Road Bids – Clerk Kauzlaric informed board members that two (2) bids were received. Motion to accept bids received by Hull. Seconded by Ustianowski. Motion carried. Clerk Kauzlaric opened and read bids received; Town Board members reviewed information. Motion to accept the bid from Northeast Asphalt by Ustianowski. Seconded by Hull. Motion carried.

Sealed Road Bids – Clerk Kauzlaric informed board members that eight (8) bids were received. Motion to accept bids received by Ustianowski. Seconded by School. Motion carried. Clerk Kauzlaric opened and read bids received; Town Board members reviewed information; following bids accepted with motions:
– Hot Mix Blacktop – Motion to accept Northeast Asphalt on hot mix by Hull. Seconded by Ustianowski. Motion carried.
– Seal Coat Bids – tabled
– Single Chipping with Slag on Paved Roads – Motion to accept the bid from Pitlik & Wick by Ustianowski. Seconded by School. Motion carried.
– Bid for Pulverizing – Motion to accept Northeast Asphalt on pulverizing by Hull. Seconded by Ustianowski. Motion carried.
– Road Gravel – Motion that we use Oconto County’s road gravel by Hull. Seconded by School. Motion carried.

Recycle Center Future Plan – Sup. Ustianowski provided information received from surrounding Towns for waste hauling; information received from Oconto County Recycling meeting regarding change to single stream recycling in 2017. Motion to have Oconto County continue as the Responsible Unit for the recycling program by Ustianowski. Sconded by School. Motion carried.

OCEDC Joint Marketing Program – information from OCEDC available for board members review; discussed that area business associations/chambers financially support OCEDC. Tabled.

Ordinance #2016-01 Elections – Clerk Kauzlaric discussed need for Ordinance to list specifics of split shifts; along with addition of “greeter”. Approved by roll call vote – School-Aye; Ustianowski-Aye; Hull-Aye. Ordinance passed and signed.

Resolution #2016-01 Roads – Chairman Hull discussed Wisconsin Towns Association information regarding proposed changes for future road funding; information reviewed by town board members. Approved by roll call vote – School-Aye; Ustianowski-Aye; Hull-Aye. Resolution passed and signed.

Outdoor Entertainment Permits – Annual (by list) – application available for Town Board members review. Motion to approve the list by Ustianowski. Seconded by School. Motion carried.

Special Gathering License – Mountain Horseshoe League (August 13th) – application available for review. Motion to approve by Hull. Seconded by School. Motion carried.

Special Gathering License – Chute Pond Snowmobile Club (August 27th) – application available for review. Motion to accept by School. Seconded by Hull. Motion carried.

Outdoor Entertainment Permit – Chute Pond Snowmobile Club (August 27th) – application available for review. Motion to approve by School. Seconded by Ustianowski. Motion carried.

Operator’s License – N Jensen – application available for review. Motion to accept by Hull. Seconded by School. Motion carried.

Fire Dept. New Hire – S Juckem – application available for review. Motion to accept by School. Seconded by Ustianowski. Motion carried.

Recycle Center New Hire – Sup. Ustianowski discussed interviews conducted and results of references. Motion to recommend hire of Annette Stratton by Ustianowski. Seconded by School. Motion carried.

August Town Board Meeting Change – Clerk Kauzlaric stated that the Partisan Primary election is Tuesday, August 9th and requested an alternate date for the August Town Board meeting. Motion to move August meeting to Thursday August 11th by Hull. Seconded by Ustianowski. Motion carried.

Hearing of the People brought about concerns relating to how wide the cutter in on the town equipment to mow ditches; comment that some areas the cutter is not cutting; trees and/or brush is overgrown on some town roads; pot holes at the dump entrance; Thank you to the Fire Dept members that came to property after tree fell on power line and started a small fire; questioned roads to be paved this year; any crack filling to be completed-if so, comment to request contractor not put too much fill that would affect winter plowing; request for volunteers to assist with opening gate at fire tower some mornings.
