TOWN OF MOUNTAIN
BOARD MEETING NOVEMBER 10, 2015
MINUTES
The meeting was called to order by Chairman Hull at 7:00 p.m. in the Town Office. Roll call was taken with Hull, Ustianowski, Lauterborn and Kauzlaric present, as well as 7 in attendance. The agenda was posted on November 9, 2015. Motion to approve Agenda by Lauterborn. Seconded by Hull. Motion carried. The Pledge of Allegiance is said.
Treasurer’s Report was given by Kauzlaric with bank statements available for review. Motion to approve Treasurer’s report by Hull. Seconded by Ustianowski. Motion carried.
Minutes of the Town Board meeting held October 13, 2015 were available for review. Motion to accept minutes by Lauterborn. Seconded by Ustianowski. Motion carried.
Minutes of the Budget Workshop held October 13, 2015 were available for review. Motion to accept minutes by Hull. Seconded by Ustianowski. Motion carried.
Minutes of the Special Town Board meeting held October 27, 2015 were available for review. Motion to accept minutes by Lauterborn. Seconded by Hull. Motion carried.
Minutes of the Budget Workshop held October 27, 2015 were available for review. Motion to accept minutes by Ustianowski. Seconded by Hull. Motion carried.
Budget Amendments – none at this time.
Disbursements were available for all to review; checks #22680 to and including #22725 for disbursement of $53,889.62, which includes auto withdrawal of payroll taxes and First Merit Loan payments; plus late checks #22726 to and including #22730 in the amount of $23,969.09 for a total disbursement of $77,858.71. Motion to approve disbursements by Lauterborn. Seconded by Ustianowski. Motion carried.
Ambulance Report – next meeting in January. No motions are entertained.
Fire Department Report – Chief Harkema had nothing to report. No motions are entertained.
Humane Officer Report is given by Humane Officer LaLuzerne with 1 call in Lakewood for October. No motions are entertained.
Cemetery Report – slab for garage is poured. No motions are entertained.
Planning Commission Report – No action to forward. No motions are entertained.
7 Town Board Meeting Discussions – meeting to be held December 2nd at 6:30 p.m. at Town of Mountain Community Center. No motions are entertained.
Communication File is reviewed and list is signed.
Proposed County Zoning Ordinance (text amendments) – Town board members reviewed/discussed changes proposed by Oconto County Zoning to Ordinance that was revised this spring. Motion to approve the amendments to this part of their zoning by Hull. Seconded by Lauterborn. Motion carried.
Forest Service Highway W, Newald and Wischer Pit Testing – Town board members reviewed/discussed information received from US Forest Service regarding testing to be completed at pits listed. Motion to accept by Ustianowski. Seconded by Hull. Motion carried.
Special Assessments and Special Charges – Clerk Kauzlaric provided a listing of delinquent invoices from the North Anderson Lake Assessor’s Plat that could be added to tax roll; discussion to send out reminders and not add to tax roll at this time. Motion to send notice to all these people that they have until next year to make arrangements by Lauterborn. Seconded by Ustianowski. Motion carried.
Operator’s License (Clift) – Application available for review. Motion to accept by Lauterborn. Seconded by Hull. Motion carried.
McCaslin Lioness Club Donation – $300 donation received for fire department. Motion to accept by Ustianowski. Seconded by Lauterborn. Motion carried.
Resolution to Establish and Modify Employee Benefits – copy of Resolution from Town of Townsend given to Town Board members for their review at budget hearing. Table for review; ideas to Clerk/Treasurer for cost estimates for next Town Board meeting.
Hearing of the People brought about clarification of ATV use along State Hwy; Resolution received public record.
